In the second session of the Parliament of Invincible Nations, in MERU, The Netherlands, Maharishi Mahesh Yogi, Founder of the Global Country of World Peace inspired the delegates, who were National Leaders of the TM Movement from thirty-three nations, with the following address.

Maharishi: ‘Jai Guru Dev. Jai Guru Dev. Jai Guru Dev. I am aware of all the way that I have reached today after 50 years, and our National Leaders are aware through what efforts and joy, waves of efforts and waves of success they have been through all the 50 years with me, some 20 years, some 30 years, some 10 years.

National Leaders have used the knowledge well

‘All the National Leaders who are here today, they have been with me through all the thick and thin of the march towards the goal. And you have successfully used the knowledge that you got during your Teacher Training [in Transcendental Meditation]; you have used it well. All the best that you could use, and I have been following through great appreciation, and great applause in my mind, in my awareness, so I have been enjoying the waves of your success.

'And today, in one breath, I got all your achievements, and I knew from my own experience all the thick and thin of ups and downs, the grand knowledge, the Total Knowledge of life, has been in your possession, and you have been using it well. So all the knowledge, you know what it is. And the supportive evidence of knowledge: different experts in different fields have provided all the time some scientist of physiology, sometimes scientists of psychology, some from the Vedic value, some from the modern value. All these have been coming on our lap, and we have been using it, we have been using it.

'Now today, we have found to our great joy, to our great surprise, that we are there on the destination. Twenty-four European countries [have risen to invincibility], and European countries means advancing nations. Each country has been advancing, but particularly American countries, and European countries as groups of nations, they have been making advances together, together, together. So we found our objective also has been achieved by 24 European nations. Now what remains is one word, consolidation. Consolidation.

'Consolidation is another layer of responsibility of us who have brought this invincibility in 24 countries, and that we have as a very grand basis of invincibility for all the 192 nations. Twenty-four mathematically is one eighth of the total number of 192 countries. So [what] we resolve today is, one word, consolidation—consolidation.

'So we will take care of consolidation for our 24 European countries. We have got the essential number, and more than that. Only consolidation, that's all. And consolidation we will do in the waves of bliss. [This is] not a struggle to achieve, we have achieved the level that we wanted to achieve. Now we want to consolidate it. Consolidation is needed so that in case any earthquake comes, our mansion that has been built must be able to bear the big, big shake of the earthquakes. For that we want to go by a word ''consolidation'', so that never mind what happens, countries remain invincible.

Formula to ensure Invincibility

'For this, I am suggesting a formula to all of you who have been working with me so far: in every engineering, there is what they call a safety factor. Somewhere two times safety factor, sometime four times: in our engineering of consolidation of all the 192 countries, I would like to take a stand for eight times safety factor. Eight times safety factor—what I mean is, there are 24 countries today on the level of invincibility; we as one nation should have eight nations with us, and in the midst of eight we will feel eight times safety factor for our own invincibility. I want to ask the opinion of everyone. Am I being too wild in thinking like that?

'Or, it is wise to have eight times security so that any time of future Kali Yuga [time of darkness in the world] will not be able to shake us. And if everyone is with me, tell me with a big clapping, and I go in the next sentence of the word consolidation. [applause]

'So all are with me in eight times fixing up our target. Eight times eight safety factor will mean that each of the 24 European nations will take responsibility of seven other countries. Each of the European nations who has risen to invincibility will come up to have seven more countries come up to this level so that a group of eight will be a strong one unit of the world, which will always maintain invincible under any shakes of any earthquake or accident.

'So no future time will be able to undo the invincibility of any nation. And if all of you, each of the European nations take charge; this is theoretical taking charge, just know, just know, what we will do. In the next hour, the next day, we will decide what to do, but just now, you can take charge of eight countries as your delightful possession for eight times invincibility for your own country, eight times invincibility for their own country. Prime Minister [Dr Bevan Morris, Prime Minister of the Global Country of World Peace], ask them if they agree, then tell me. I want to tell them the next stage.’

Dr Bevan Morris: 'Jai Guru Dev. So do all the National Leaders of the 24 countries that are declared invincible because they have more Yogic Flyers than are needed for national invincibility—do all the 24 national leaders of European nations in this category, agree to Maharishi's plan that each should take care of seven other countries in the world for their invincibility, so that all the 192 countries of the world will be invincible and the Kali Yuga will never shake another country every again. Do all the national leaders agree to that?'

The National Leaders all showed their agreement with further applause.

Maharishi: ‘Just as we got the knowledge from Guru Dev*, and we have used it and used it and used it, it has taken us 50 years to use it so that we got our country on the level of invincibility. We will consolidate that invincibility with seven more countries rising to invincibility. And the formula of knowledge to raise your countries to invincibility, to bring it to this present level of invincibility, what was that?

'It was knowledge: how to initiate the people**, and how to take them from one initiation to . . . all the advanced techniques. In each advanced technique, something new was there, and through all these advanced techniques, to our great happiness we have raised our country to the level of invincibility.

Advanced techniques for action

'So just as I passed on to you Guru Dev's blessings, [which] flowed onto you through me, today also I want to throw one more channel of, I would call it, the same way as advanced techniques, advanced techniques. So these advanced techniques I want to give you today now.

'These advanced techniques are in the field of knowledge on a different level. This knowledge so far was on the level of knowledge, and now I am giving you some techniques in the field of action. Action, action. For that, I want to give you my two, three experiences in all these years.

'One experience of mine was when I first landed in the western America from India, when I first landed in San Francisco, talked to some people, and I got the response from the press. The press said, ''What he teaches is a technique to rest. A technique to rest. You'll sleep well. You are not sleeping soundly, so that hampers your creativity during the day, and he comes from India to tell you how to sleep well. So go to him and take the technique of sleeping well.''

'This was the first response of the West, to my great surprise. When people told me, told that ''Your talk has been well-reported,'' I said ''What does it say?'' They brought the paper to me and read out that I came there to make them sleep well. It was a great shock to me. I thought I am bringing enlightenment, the technique of keeping awake, fully awake, enlightenment, and I am being welcomed as a messenger for bringing sleep.

'First thought that came to me was ''I should absolutely go back to India where enlightenment will be valued on the level of its value: enlightenment, fully awake.'' Enlightenment means you are awake, even in the deep sleep you are sleep-awake; you witness sleep, you witness dreaming, you witness waking. I thought I came then to give enlightenment, and I am being received as giver of sleep. I [thought] I should immediately go back. [There was] this feeling of ''completely leave off these people, I don't want to be in a country to be known, or I don't want to be alive, to be known as giving the technique of sleeping.'' This thought remained with me for about half an hour. And what came out of it is now useful that I want to tell you.

No matter what reason people take the knowledge, they will benefit

'What came out of it after half an hour? I [thought] I can go back, but I have abandoned a place that I came to without giving my benefit to them. So what came to me is a secret that I want to share with all my family now. The thought that came to me, that ''No, doesn't matter, for whatever reason they take the techniques from me, for whatever reason, but they will get the desired advantage of waking up.''

'So just this thought that for whatever reason they came to me, I should give them the result will be the benefit of the programme. So this thought, that ''for whatever reason they are attracted to me, I should give them; whether they come to sleep, to dream or whatever, I should give them the technique, and the technique will have its own effect, and they will begin to appreciate, appreciate.''

'So this one technique, this one technique, I want to give to my, to my family members. This is the technique that they will use for consolidation. For whatever reason the people come to you: somebody comes to you for health; somebody comes to you for wealth; somebody comes to you to reject you—in so many places later on, I was called a Devil. ''A Devil has come. The life is full of suffering. And the Devil says 'Life is bliss. Life is Bliss.' Don't go to him, he's a Devil.''

'I thought in my mind the same formula that I developed the second day in my thought in San Francisco—that ''no matter for what reason they come to me, they come to me to oppose this thing, this thing, this thing. But doesn't matter for whatever reason they come, I should be available to give them, give them, for whatever reason, even for opposite reasons, they come to me, I should give them, give them, give them.''

'This is one technique that I'm giving to my family today on my experience. This is on the worldly level. My message to you on the Divine level, on the level of Guru Dev's blessing, you have used it, you have enjoyed the benefit of it. But now, when we are on the level of consolidation, if [there is] anything new we have to use, we have to use this technique—for no matter what reason people come to us, we should give them our technique. No matter. Someone comes to remove his poverty, we take him on his level. Someone comes to remove some other thing, something; no matter for what he comes, we have our door open to him. This is one worldly technique. This is the technique in the field of action.

'Until now, you had the technique in the field of knowledge; for what level of success you have been able to use it, you have used it, you have used it well. Now in the consolidation, what new you have to do? This technique. For whatever reason people come to you for invincibility, welcome, welcome, welcome

'This is one technique. This is one formula. This arose in my mind on the first day when I stepped in the western world. San Francisco, I found a different world, different way of thinking, different way of doing... But this is the first technique on a practical level.

The second technique of action—as long as there is one person in one hundred following, do not be deterred

'Second technique, after how many months, when I landed in England, I don't remember all the details, but some day somebody brought to me some paper, and he was opposing the whole thing. He attacked me from this side, this side, this side. He opposed me. ''That is not right, not right, it can't be,'' and all that. This was another thing that [my] first reaction was, ''I should go away from this country; this is not my country.''

'Again the second thought came, the same thought came here, that ''no matter what reason they come to me, I should teach them, teach them, teach them.'' So in England, it came in different words. Next day when I spoke in England, I said, ''One in One Hundred.'' [a plan to teach one in one hundred people Transcendental Meditation to bring positive effects in society].

'I just spoke out, "One in one hundred." I said, ''I know I am being opposed. I am prepared to take and swallow and digest ninety-nine people opposing as long as I have one person to follow me.'' The formula was in terms of one in one hundred. In San Francisco, the formula came, for whatever reason they come, I should not reject them. In England, the formula came, in whatever way they oppose me, I should not deter. I remain firm. One in one hundred, one in one hundred. And I was repeating that I am prepared to have 99 oppositions, as long as there is one, would through him that we will rise up to the goal.

'Ninety-nine people oppose me, [but] as long as there is one man—now this is the second thought that I am whispering to all of you who have been working with me on the techniques of knowledge. Now these are the two formulas, the techniques of action.

'Invincibility is a word that is out of comprehension of any wise man in the world; in the eyes of any wise man we are dreamers. Invincibility. Where is invincibility? Invincibility. Invincibility. No-one can forecast invincibility for anyone or for himself. But we say, ''Doesn't matter that ninety-nine people don't believe, as long as one comes with me.''

'And there will not be one now. There'll be 99, and one would quietly oppose here and there, some press man may oppose here and there, some press man may oppose. There are religions in the world that thrive on suffering, suffering, suffering. We don't come up to them and clash with them. Let them do if they like to suffer; they can continue [to] suffer, but our consolidation will be on our firm basis in ourselves. Ninety-nine oppose, one will propose, and [to] one, zeros will be added. This is the second formula.

We remain completely invincible on our own value

'Doesn't matter who comes. Doesn't matter how he comes as a supportive friend, or as an opposing enemy. We don't mind friendship, we don't mind enmity, we remain completely invincible on our own value. Invincible on our own value. And we are now today taking seven other countries with us; we are taking seven other countries with us, and we will [get] help from Indian Vedic Pandits.

'Indian Vedic Pandits will come to help us, because, because, because, just simply because, we have stood on our own feet. We have that number of required people to have invincibility as our basis, to have invincibility as our firm stand. So Indian Pandits will be there, and Indian Pandits they have a choice.

'This isn't another secret—just know about it—that the Indian programme for invincibility to every nation in the world, far or near, they can do in India the Yagya ceremonies, the Yogic value, the Yagya values [Vedic performance to create specific life-supporting effects]. They have their programme whispered to them from their fathers, their forefathers, and from their family tradition—that, if you do like that, like that, you can create an effect in any part of the world, at any time, in any space.

Magic wand of Vedic performance to assist us in creating invincibility

'They have those formulas. They can turn the magic wand we would say. Yagyas are done for people far away, but they are done in the convenience of the Vedic Pandits and they produce the effect. It's a big well-known feature of Vedic performances that they make the resolution that ''I am doing for that country, and that country is going to suffer from rains and now rains will come in time.'' They don't have to come to that country, they can do their Vedic performance in India conveniently, comfortably according to their own tradition, and that help can come to us. With this help available to every country our consolidation word will fructify in this week, next week, this month, next month, this year, next year.

'So these are the three things: support from that formula that came from the first landing there—a formula of ''No matter who comes what, as long as he doesn't know, at least he has come, and he will get the full benefit from it. We remain with our knowledge, we remain with our charitable giving. We don't withdraw ourselves.'' Second formula is one in one hundred. One in one hundred. This gives us great stability. Many, much more than ever needed.

'These are the practical experiences that I have gone through, and there'll be a thousand many other things, but these are the two things, I wanted to whisper to you to use, as a technique of consolidation. These two values we take, and we take seven other countries with us [See Part I of this article], because we have made our national consciousness integrated; our national consciousness is more than seven times more integrated through our required number of Yogic Flyers. That is in our possession. On that ground we can have seven countries, seven countries, seven countries.'

After requesting Dr Feldman [Minister of Finance and Planning of the Global Country of World Peace] and Dr Morris to invite the National Leaders of European countries to choose seven countries that they will take care of for their safety factor, Maharishi continued:

'That will be a joy and a help to all the Rajas [Administrators of the Global Country of World Peace]. Help for all those 192 countries will be shared by the Rajas we have; that will be their choice, and this will be a great wave of delight, a wave of fulfilment of whatever level of achievement we are [on]. That will be a great satisfaction to Guru Dev, that we have established now a systematic programme, where from invincibility, we'll go beyond return.

'And from where the speech returns—this everyone knows by now in the field of knowledge, that Brahm [Totality] is there from where speech returns. "Yato vacho nivartante, aprapya manasa saha"—''My supreme abode is from where the speech returns''—which is on the transcendental field, and you are achieving in the Second Session of the European Parliament of Invincible Nations that which is beyond speech, from where the speech returns. So my speech is returning from there, and you give it a speech, because you are established, invincible.'
