Opening Remarks

Maharishi: ‘Jai Guru Dev. It is a very great joy to see that the world is going to be governed by those principles which will prevent problems. Our governments in the world will rise to the level of invincibility, and they will prevent problems in their countries; they will prevent sickness, negativity, disasters, and failures. This kind of government is going to come up now on the basis of our knowledge of that supreme quality of administration which is the administration of the enormous diversified galactic universe.
 
‘The universe is governed by the Constitution of the Universe—very orderly, very methodical, very preventive of any problems. Now, from the Vedic Tradition, we have that lighted lamp which is ready. We have the complete readiness of that effective system of administration which will not default, a government which will never fail, a government which will only be promotional to evolution in every direction.

‘It is a very good time for the world. For thousands of years, for centuries, the governments have been inadequate, in that one sense that they could not prevent disasters. . . .

‘The Vedic clarion call for government is “Heyam Duhkham Anagatam”: avert the danger that has not come. The call is for victory before war. You do not have to face wars; you don’t have to face destruction. You don’t have to be a victim of destroyers—and you don’t have to be a destroyer. Much before the time could come, you avert the destruction that may be coming on. Avert the danger that has not come: “Heyam Duhkham Anagatam”. This is a very great enlightenment in the history of mankind, that now man’s life everywhere will be governed by that knowledge which is only evolutionary—evolutionary knowledge that handles the evolution of everything in the universe.

‘It is not an imaginary value that we are talking about. We are talking about that administration which is already under way—only, it has been out of human reach. But now, with the blessings of Guru Dev, with the blessings of the tradition of Total Knowledge, with the blessings of the Constitution of the Universe, it is completely within the reach of everyone, every society, every country, every continent—the whole globe.
 
‘It is very easy now to not face problems. Ban the birth of an enemy. You can ban the birth of an enemy; you can eliminate the foundation of suffering. That is the kind of government that we are going to create in our world.
 
‘We are not just talking philosophy; we are not just talking principles. We have set up a global organization. We have set up the administration of a Global Country of World Peace. His Majesty Raja Nader Raam, who has been a very successful physiologist on the forefront of the knowledge of physiology, has discovered that the whole physiology is the expression of consciousness. It is the consciousness that is actually the reality of the physical expressions of life.

‘His Majesty Raja Raam, the greatest scientist of all ages, declares that the physical universe is nothing other than the expression of non-physical consciousness—pure intelligence, wholeness. The nature of that wholeness is bliss. That is the reality of life—that all physical values are truly the expressions of bliss. Absolute happiness—the eternal, unbounded, infinite field of happiness—is the reality of the physical universe. Therefore, human awareness, opening itself to that reality of consciousness—pure consciousness—rises above change. It gets submerged in the eternal continuum of non-change.
 
‘Diversity in eternal unity is the discovery of a physiologist, Dr Nader Raam. For this research, he was weighed in gold and later on crowned as the administrator of this basic level of life so that all aspects of life belong to this field of bliss. This is the reality of our scientific age.
 
‘His Majesty Raja Raam has peeped into the reality of oneness in the midst of all diversity. Where? In his own experience, brought about by the simple programme of Transcendental Meditation, which gives direct experience of that reality which transcends diversity—the pure field of unity. That pure field of unity is the Constitution of the Universe, where all silence is inscribed as laws. And those laws govern the silence.
 
‘That is the Constitution of the Universe, embedded in eternal silence. That is why that reality is an all-time reality. Now, after being crowned as His Majesty, the First Ruler of the Global Country of World Peace—that country which is bliss in character—he is training the administrators to rule the world through the instrumentality of bliss.
 
‘Anyone who comes within the rulership of His Majesty Raja Nader Raam comes to enjoy the waves of bliss. The words in Sanskrit are “Nitya” and “Apaurusheya”: this bliss is an eternal reality, and this is not made by anyone. Bliss reality, the transcendental field of the Constitution of the Universe, is not made by anyone. It is not a human concept; it is not human understanding; it is not human creation. Then what it is? It is its own nature displayed by itself.  

‘Where is its playground? Its playground is from infinity to the point of infinity. This is called “self-referral”. The Constitution of the Universe is a self-referral reality. Where does it refer to? Its infinity refers to its point, and its point refers to its infinity—infinity related to point, point related to infinity. It is back and forth. Infinity collapsing onto a point, the point emerging into infinity: this is the Constitution of the Universe, which has, within it, its own reality—nothing outside itself.
 
‘The Constitution of the Universe is the relationship of infinity to its own point. That means the process of collapsing—infinity collapsing onto a point—and the point emerging to infinity. Within this is the total nature of infinity and point, and this is the self-referral nature of the Constitution of the Universe, which maintains the point with reference to infinity and which maintains infinity with reference to the point.
 
‘This is the self-sustained reality which is at the basis of all activity, from infinity to point, from point to infinity. One way, it is collapsing; the other way, it is emerging. Emerging and submerging, emerging and submerging, emerging and submerging: where? In its own nature, and its nature is eternal. Its nature is non changing; it is point; it is infinity. This is the Constitution of the Universe.
 
‘This is the experience of human awareness that makes the human being a Raja—a ruler—a commander of total Natural Law. The Raja Training has been conducted by Raja Nader Raam, and now he has crowned fourteen Rajas. They have that experience. Their consciousness has touched that level which is characterized by the collapse of infinity to its point and by the emergence of point to infinity. This field of the Constitution of the Universe—this field which sustains the point in terms of infinity and which sustains infinity in terms of the point—sustains itself. The Constitution of the Universe, which is total Natural Law, is rising, and has risen, to quite some extent in the awareness of these fortunate people who have gone through the training of the Rajas, on their own experience level.
 
‘The experience is testified and justified by the eternal account which describes the Constitution of the Universe in speech and in language. The Vedas describe the whole field of the Constitution of the Universe in a few words. The words are “Richo Akshare Parame Vyoman”. This is it. The Richas are the formulation of the laws of nature that govern the universe. We can say the script, or the sound, that structures the laws of nature throughout the whole possible value of existence, throughout the whole field of infinity up to its point and from the point up to its infinity—this whole thing, “Richo Akshare”, the laws of nature, the Constitution of the Universe—is contained in this collapse of infinity onto its point. Where does this collapse take place? “Parame Vyoman”. “Parame Vyoman” means in the transcendental field of speech—not in the speech, not in the words, but in the transcendental value, where the words come to an end. The phrase for it is “Nishabdam Paraman Padam”: the supreme state is free from sound.
 
‘Even though expressed by sound, the structure, status, and reality of the Constitution of the Universe is beyond the words. Its structure is in the transcendental field of intelligence. Being transcendental, it is an all-time reality, because no change is possible there. It is transcendental; it is beyond change.

‘Now what is beyond change? Infinity and its point. So the point is within infinity. Infinity is an eternal reality. It is not exposed to any outside, so it is not exposed to change. Because it is not exposed to change, it is the ultimate authority. It is the ultimate. Veda is the ultimate authority in the field of dynamism and in the field of silence. It is “Richo Akshare Parame Vyoman”, transcendental reality.
 
‘Further it says that this is the expression of the supreme science. Let the scientists of the scientific age understand. Where is the supreme level of science? The supreme level of science is in the field of non change. If you consider diversity, it is full of change. But the Constitution, the rules that uphold diversity, is a very methodical level, without change, in the field of Transcendental Consciousness.
 
‘So we say it is possible for the governments to have perfect administration, and in their administration there will be no suffering, no negativity, no smallness, and no variation. It is always the same. “Nitya Apaurusheya”: these are the two words about the Veda. Veda is Total Knowledge, and Total Knowledge means something that is beyond change, eternally the same. That is why the Constitution of the Universe is a non changing field of reality. We say it is a field of consciousness, self-referral consciousness. It is self-referral consciousness; it is silent as much as it is dynamic.
 
‘Our rulers of the world will be trained by these new Rajas, which His Majesty Raja Raam has created in the world. They will be training the administrators of all countries. And the government will be functioning from that level from where the universe is governed—from where the universe functions, from where the universe is always silent.
 
‘The Constitution of the Universe is a self-sustained reality. The only beautiful thing is that it can be harnessed by human awareness. The first step is to take the mind to the transcendent. And the second thing is to let the mind remain in that field of the transcendent longer and longer and longer and longer. Because there is nothing, the Transcendental Field is the field of unmanifest. Unmanifest—there is nothingness, there is hollowness, nothingness. Infinity is all consciousness, but nothing is in the existence of that consciousness other than itself: consciousness, consciousness, consciousness.
 
‘Human intelligence is completely competent. When we say the word “competent”, it shows it has to be employed through great effort and all that. Barring that effort from there—naturally, in the most natural way—the practice of Transcendental Meditation is a natural process. Those who practise it know that the mind sinks down to the transcendent completely naturally, most naturally, most simply.
 
‘That is the level where the infinity and point relationship creates laws. The law that infinity is always a point, and point is always infinity is total Natural Law. This is total Natural Law that infinity is always a point, point is always infinity, and infinity is collapsing on the point always, and the point is emerging into infinity always. This “always” is conveyed by the word “Nitya”. 

‘Now let me define “Apaurusheya” to you. There are two things: “A” and “Paurusheya”. “A” is a syllable—“Aaa”. What is this “A”? It is the “Paurusheya”. “A—Purusha” is characterized by silence. The word “Purusha” means silence—complete silence. So “A” is the sound of complete silence. “A-paurusheya”: the very word in Sanskrit has meaning in it, that the Constitution of the Universe is “Nitya” and “Apaurusheya”—total law that creates and maintains the affairs of the whole field of the universe. The ever-expanding universe is eternal; it is “Nitya” and “Apaurusheya”. “Nitya Apaurusheya Veda; Nitya Apaurusheya Atma; Nitya Apaurusheya Brahm; Nitya Apaurusheya Aham”—“I am Nitya Apaurusheya”.
 
‘This is the ultimate of knowledge: that “Nitya” and “Apaurusheya”, that infinity and point,which is eternally on its own, which is not made by anyone, which is unaffected by anyone, that is “I am,” that is “you are,” that is “all this is”—“Aham Brahmasmi”. These are the short expressions of Total Knowledge. These are the short expressions of the knower of reality, and the knower of reality means infinity and its point. Point knows infinity, so he is, the point is, the knower of everything. Infinity is aware of itself but aware of its point value also. That is the knowledge of everything.
 
‘The Constitution of the Universe is not an abstract thing. As long as one has not peeped into it—one has not fathomed it, one has not known it mentally, intellectually, and on the level of Being—so long it is unknown. And as long as Total Knowledge is unknown, what is known is ignorance. As long as one floats in ignorance, one floats in disasters, disappointments, suffering, cries, pain, negativity, fear, unfulfilment.
 
‘This is a very, very good time, that a programme of knowledge has come. It is so simple for everyone to transcend all this and get to the infinite value of infinity, which is “Nitya” and “Apaurusheya”. This is structured in the words of the Veda for the mind to understand, for the tongue to speak, for the throat to reverberate in that value. There, in the throat and in the tongue and in the palate and the lips, is the connection between the non-expressed level of the Constitution of the Universe and the expressed level of the Constitution of the Universe in human awareness.

‘So when we say Constitution of the Universe, we are knowledgeable about the unmanifest value of the Constitution of the Universe in reference to human physiology—the throat, the tongue, the palate, the lips, all the mouth. In this hollowness is the seat of that infinity which reverberates within itself. Infinity reverberates within itself means that infinity knows itself as infinity, and it knows its point. Knowing infinity and knowing point, it is just this reverberating within itself. 

‘Human physiology is that home of the Constitution of the Universe from where the Constitution of the Universe expresses itself in words, and before that, in thoughts. Thoughts are just the memory of the words—the thoughts, and then the speech, and action, and through the senses and through the organs of action, relatedness to the whole physical world.
 
‘All that the physical world is, is just the expression of the Constitution of the Universe. This has been brought about very, very clearly in this scientific age by Maharaja Raja Nader Raam. That is why he was crowned to be the administrator of the Global Country of World Peace, a country which envelops all countries, quietly. Now is the time for all countries to imbibe the radiance and the reality of this Global Country of World Peace, which is a country of knowledge, Total Knowledge.
 
‘Where is the knowledge? Knowledge is “in me”. “I am the knowledge. I am totality, I am ‘Brahm'. I am ‘Vishva', ‘Aham Vishva': I am the universe. I am the Veda:‘Vedo’ham'. ‘Aham Atma': I am the Self.” So in the “I”, the whole thing is materialized. It is materialization. Take it to that level; keep it only on that level. When we are talking of the Constitution of the Universe, then materialization should mean infinity related to its point—infinity, and infinity brought to light by point, and point and point and point: within the point, infinity brought to light.

‘When we say Constitution of the Universe, it is not a gossip. It is not an imaginary, fanciful imagination. It is not a word of poetry. It is the supreme level of science, where the scientist himself is the science. He himself is the product of science that is the product of technology. All the science and technology is within the Self of everyone.
 
‘With the discovery of this reality, we have in our midst that Total Knowledge which has the competence to completely not have suffering in it—no cries, no pain. It may sound to be too presumptuous when I say that, but those who experience that know “I am the Constitution of the Universe” is really a reality, “Thou art the Constitution of the Universe,” is a reality, and “This, that, and everything is the expression of the Constitution of the Universe,” is a reality—that is a reality.
 
‘This reality is going to be unfolded by everyone now in the schools and colleges of the Global Country of World Peace, which will be opened in every country. All these Rajas and more Rajas will continue to be created; more Rajas will continue to be created. . . .
 
‘All our effort is: no one should suffer, because basically, suffering is non-existent in the Constitution of the Universe—suffering is non-existent. When the point is located by infinity, infinity does not suffer; it locates its own Self in the other side. When the point locates itself as infinity, the point does not disappear; it rejoices in its magnitude—unboundedness and all that.
 
‘The whole field of knowledge is a reality. That is the reality that we want all our people in the world to live practically in their lives—to rejoice about it. It does not matter what was the past; one does not mind what was the past. But in the present, one has the ability to shape all the future in all good values of life. The individual is going to enjoy his own cosmic status through the Constitution of the Universe, through those laws which are infinity to point, point to infinity—both ways. It is absolutely one’s own status, absolutely one’s own reality, one’s own reality.
 
‘Here is an example now. His Majesty Raja Raam has created examples of rulers in the world. These rulers have the competence to take over any government, not by force but by contract. They are inviting all governments. Just as any government contracts with engineers, road makers, or electricity makers to make a road or make a bridge, like that any government can contract with these Rajas, and they will create a heavenly administration for their people.
 
‘This is the practical call of the Rajas who have been trained. More will start to be trained, and more will start to be trained. The world, our nations, will be full of those competent rulers who can prevent problems and disallow the emergence of any negativity here or there or there. . . .
 
‘Every billionaire should have a team of a hundred, two hundred flyers in his territory or in his factory, or in his shop—whatever—in order to create coherence in his atmosphere. This is a new thing that I am saying. Now it is not enough for every billionaire or every millionaire to feel safe about his money which he has deposited in the bank, that he has a bullet-proof car and travels like that. No, no—forget about it. Those days are gone. Your money will remain in the bank, and you will have to go to heaven. Such negativity is everywhere dawning, and no one can say what could happen to him if he is a wealthy man. No wealthy man can say whether he will be there tomorrow or not.
 
‘Two, three years ago, when we knew that it was possible to have coherence in world consciousness through these group flyers, we called all the millionaires and billionaires to create an endowment fund and maintain these groups. But no reply, no reply, no reply. Since then, how many billionaires have had to leave their wealth in the banks and they have had to be sent away?
 
‘In every country, whatever is the situation today, all the people everywhere are afraid, and millionaires and billionaires are more afraid. Here is a call for them to have an armour of safety around them by having a hundred, two hundred people practising Yogic Flying morning and evening for them. They should engage them, and they will be safe.
 
‘It is very necessary. World press, alert your people who are responsible for running these agencies and all that. Today they are like that, and tomorrow, there is no certainty that they will be here. Times are different, and this is a call for them, in advance, to not have to face those dark moments in their lives. They can do it. The call has been there for two, three years for so many millionaires and billionaires, in all their wisdom.
 
‘It is very timely for us to be able to give this message to the world and alert the people that they can save themselves by creating these groups in their own areas. No government is able to give protection to its people. No military can say they can save the country. No military today, no government today, is in a position to say they can save the country. . . .

‘All the millionaires and billionaires of every country should know that the government—whatever government they have—has not the capability of preventing problems for them. In this scientific age, no military can say, “We can save you”; no government can say, “We can save you”. The whole thing is hollow and completely a disastrous show.  

‘It is not a government: it is the atmosphere, the collective consciousness of every nation that can be raised to the high level of invincibility through our knowledge. We are inviting the governments to contract with us, and feel free, and be capable of offering their parental role to the people. . . .'

Question: How Rajas Can Fulfil the Desires of Their People

Dr Hagelin: ‘This question is about how this new leadership of the world—the trained, crowned Rajas—will be able to fulfil the desires of the people. Last week Maharishi said that the newly crowned Rajas will have a parental role for the nation. Maharishi said that the Rajas would be able to fulfil the billions of desires of the millions of people in their countries. This is an inspiring thought, but a reporter comments that it also sounds inconceivable, because as Maharishi himself said, millions of people have billions of different desires for family, job, wealth, power, fame, etc. So how will one person, a Raja, be able to fulfil all the desires of all the people?’ 

Maharishi: ‘A Raja’s consciousness functions from that level from where the infinite diversity of the universe functions. That is the level of eternal peace. The Raja’s training was training in consciousness. The consciousness remains an individual consciousness, but it is on that level where the individuality of consciousness meets universality of consciousness. It is the same level where the unboundedness, infinity, meets the point level.  There is silence, there is dynamism, there is silence, and there is dynamism. That is an automatic control for the innumerable varieties of activity in nature, governing all kinds of innumerable fields of diverse qualities. This is the training of a Raja.

‘The training of a Raja is the training of consciousness. The supreme result of the training is that the consciousness remains fully awake in itself, completely quiet, but with the potential of infinite dynamism. In that field, everything gets done by Natural Law. One does not have to go do one thing by one thing, one thing by one thing.
 
‘It is said, “Sahasra Shirsha Purusha”: Purusha has a thousand heads—thousand-headed Purusha. That means all the activity of Prakriti, of nature, is conducted by this one silent level which is called Purusha. That is the reality, uncreated and eternal. Purusha are trained in silence. They have been trained to realize that quality of silence which is inherent in infinite dynamism.
 
‘That is the training of a Raja. That is the training of a Raja, where, in any country, if the administrator has that level of intelligence, then the whole country will be governed by the Constitution of the Universe. The Constitution of the Universe will have what specialty? It will have one specialty, and that specialty will be that any activity will be in the evolutionary direction automatically. . . .
 
‘It is a beautiful opportunity for knowledge to be shared by all, and we are happy today. These Rajas, any Raja, can take any government, and within three months, within four months, he can give back to the government a very coherent national consciousness. That is the trained Raja of the Global Country of World Peace. Any Raja can be trusted, or can be contracted, by any government to set his country on the top level of invincibility. In three months, he can give back the same people to manage the country and maintain that group of people who will maintain coherent national consciousness.
 
‘The world has a chance—every government has a chance—to completely come out of ineffectiveness and become prevention-oriented, a real royal, prevention-oriented government. Rajas have been trained to take over any administration, and the government does not have to stop functioning. The government can continue to function, but the Raja will train the administrators of the country. The Rajas can train even the students of this country, and then they will create coherence so the government will begin to enjoy that ability to prevent problems. What greater fortune can rise for any government, for every government now?

‘Call your friends to explain in these words this opportunity for every government.  Either silently invite the Rajas, or openly invite the Rajas. They will create their administration without making any changes in the ministry. They will not change the people here and there—will not do anything. They will take a few hundred, a few thousand people, depending upon the population of the country, and train them in quietly handling their own Transcendental Consciousness. The miraculous effect will be that negativity will go—quarrels and all those court cases and thieves and all. All negativity will go. Sicknesses will become much less. Everything will become more and more enjoyable for everyone.

‘This is a great opportunity for the world. Open the gate of happiness for everyone. Beautiful—so good.’
