Opening Remarks
Maharishi: ‘Jai Guru Dev. Dr Hagelin has given a most timely message to the world in his introduction. The world has suffered enough. We don’t waste our time on that. We use our time in establishing a platform for peace all over the world through the 3,000 Peace Palaces that we are going to build, and by engaging the well-meaning people of the world to rise to the supreme level of evolution themselves. They will radiate the influence of peace, happiness, harmony, and all good to everyone in their environment.
‘If there are any questions, we are ready to answer. It’s a great delight to dwell on these topics of creating permanent peace on earth. We find it easy because we have the knowledge that life is bliss—an ocean of happiness. Life is invincible. Everywhere, the evolutionary direction of life is invincible. Therefore, man is born to enjoy the flow of invincibility in the ocean of bliss. Let’s open the door of Total Knowledge to everyone in our dear world family, and let everyone come out of unhappiness and all those negative things about which we do not like to talk.
‘If there are any questions, we’ll use our time for them. Our message has been told and retold repeatedly. It’s the same message of cosmic life being in bliss everywhere. Through our approach to the unfoldment of that, through Vedic Education, Vedic Health, Vedic Agriculture, and Vedic Defence, everything is going to be all good for every nation.’
Question: Fufilling the Ideals of Government
Dr Hagelin: ‘The first question has to do with fulfilling the ideals of government: Maharishi has said that existing governmental systems, including democracy, are extremely damaging to the life of a nation. Yet the ideal of democracy—fair and just government of the people, by the people, and for the people—seems like a noble ideal. Maharishi has said that his Peace Governments will fulfil the ideals of every system of government. How will the Peace Governments and the Rajas fulfil the ideal of a government of, by, and for the people?’
Maharishi: ‘Rajas are being trained to function from a level which will utilize total Natural Law for every thought, speech, and action of everyone. Utilizing total Natural Law means utilizing the total will of God—the total energy and intelligence of the universe. To utilize that in every nation is the purpose of the training of the Rajas.
‘I am training them into the reality of that fine process of action where total Natural Law initiates action. The action by the Rajas, the administrators, is that kind of action which sets in motion total Natural Law’s energy and intelligence. Therefore, it is totally supported by Nature—totally enriched by the light of God.
‘This enormous capability of the awareness of the human mind to develop is the basis of the training of the Rajas. “Raja” means the administrator. The administrator has a technology whereby his thoughts do not meet with failures, weakness, problems, and suffering. His thoughts are supported by the total intelligence of Natural Law, the knowledge of the transcendental field, the most basic field from where all fields of knowledge and all fields of action and performance begin.This field is called the Unified Field in terms of modern science, and the Para Vidya in terms of Vedic Science.
‘This is the training of a Raja. It’s just a technique of thinking in order to utilize total Natural Law at the source of thought. Then one’s thought is the thought of a Raja—the thought of the administrator.
‘The thought of the administrator, in itself, is that enormous, capable intelligence and energy which can do anything—which is doing everything anyway. It’s only a matter of human intelligence coming to, and being saturated with, that quality of consciousness whereby total Natural Law will be supportive to every thought, speech, and action. This is the art of an administrator, the science of an administrator. It’s a very specialized level of intelligence. . . .
‘We are in the age of science, where everything which is done is safe to do, problem-free, suffering-free, and far from failures. The training of the Rajas is a most enjoyable thing for me. The training is on the most fundamental level of the thinking process—that level of intelligence where every thought begins. I am training administrators who will have their desires fulfilled.
‘I want there to be 3,000, but one hundred, two hundred are coming up with the call from all these Parliaments of World Peace. The Parliaments of World Peace are going on, initiated by the Global Country of World Peace and His Majesty Raja Raam, to awaken more and more supreme leadership in the workers of the Movement.
‘I invite all those who would like to enjoy life, who would like to enjoy life free from problems, free from inhibitions, free from suffering, free from failure. That will be on the basis of bringing that intelligence which is the basic foundation for every thought, speech, and action to their awareness through their morning and evening programmes.
‘This is Raja training. Administration is a very specialized field. The education of the administrators is not like the education of those who are administered—no. This is the administration of the commanders. Education of the commander is different to the education or training of a fighter on the field. It is a different training. . . .
‘There is no wisdom in asking children how they should be provided with something. What do the children know? It is the parents’ role to provide the children with whatever they think is best for the children, and whatever is within their capability to provide.
‘But if you think that children have a right—fine, give them the right. Give the children the right to change their parents every four years. Now this is your government for four years; now another party comes for four years; then another party comes for four years. What will happen to the children when they have to select new parents every four years? The whole thing is very, very childish.
‘We want to take the human race from this childish system of administration to that most matured system of administration through total Natural Law where everything will be provided to everyone. The sun shines, and sunshine is available to everyone; the moon shines, and moonlight is available to everyone. Cosmic administration is to be copied by humanly conceived administration. That will be worthwhile. We are ringing the bell of cosmic administration—a specialized administration. . . .
‘The world has been guided by very inadequate levels of reality. Now the Unified Field has been discovered. It is the same as the field of Parame Vyoman—the field where all the Laws of Nature have their common residence. That is the Vedic field.
‘For every area of life, there is etiquette, and this is called Dharma. That is cosmic Dharma. “Dharma” means duty—that is the duty. Either you take the duty for which you are born or you manipulate your duty. You are born for something, and you do something. But you will be tossed about by situations and circumstances if you don’t know your Dharma, your allotted duty.
‘In the Vedic Literature, it is very easy to know by the birth stars. According to the birth star, birth time, and birth place of a man, you can calculate what his actions are going to be, what his health is going to be, and what his successes and failures are going to be now, next year, and twenty years or one hundred years later.
‘The whole knowledge of life is completely transparent. That is the total wisdom of life, total knowledge of life. We want to bring this out as a regular routine of education, with similar values for health, agriculture, administration, government, and everything.
‘If a government is not capable of preventing problems, then the government does not know how to govern. The Vedic system of government is “Heyam duhkham anagatam”, which means “Avert the danger that has not yet come.” That is the parental role. Parents understand what the children will require tomorrow, when winter begins, or winter ends and summer begins.
‘Only the parental role of the family is competent to make the laws of the family. Otherwise you say, “Everyone has a right to make his own laws.” Fine, let them make the laws. If they don’t know enough of the world, and you ask them to make the laws, then they will make a mess of life. This mess prevails in the world in the name of freedom. You have freedom. Fine, you have the freedom to choose who administers your life—that is the freedom you have. . . .
'We want to rise to that infinite freedom and invincibility which are the light of God. Let’s create an exemplary world. We need a better world. We need a better government, better intelligence, and better energy to support life, not to destroy life.
‘I am very dearly inviting the world press to bring this news to the world, that now, with the onset of this great, perfect wisdom of life which has its basis in eternity—the Vedic wisdom of life—it is completely possible for every nation to have a few people trained, and we will train them. A few people practising Yogic Flying together and living in Vastu buildings will be the radiators of harmony and peace.
‘Dr Hagelin, invite the press to take this message to every country: either do it or be ready to face the consequences.’
Question: God in Government
Dr Hagelin: ‘There is a big push for secularism in government today.The idea is to remove all talk of God and religion from government policy, including education, because religion has been, in some cases, such a deeply divisive force in the nation. But some people believe that removing God from government policy has been the very cause of their nation’s problems. My question is: What would the Peace Government do to ensure that the incorporation of God into governmental policy produces a harmonious, enlightening influence, and not a divisive one?’
Maharishi: ‘Exactly that thing. God, the omnipresent, omniscient, Almighty, is the basis of all life. God is not a concept that can be eliminated. God is not a concept; God is a reality—a reality of everything.
‘A man born today at the North Pole, or tomorrow at the South Pole, thinks he is North Polean or South Polean. Everyone, wherever born, at whatever time, is born expressing the light, the basic light. It has been named the light of God.
‘If secularism means eliminating God, then secularism itself is a fraud. God is a reality, and anything that is not connected to God is itself a fraud.
‘ “Secularity” means human concepts. This “secularism” is a very fraudulent word. It’s unrealistic. It’s a non-existent word. Secularism comes from those who can see only so much and no more—who can see only today and tomorrow. They don’t see the timeless, unifying field existing in the boundaries of time. They are ignorant people; they don’t know what God is.
‘Can secularism eliminate God? Can a man eliminate his own source, his own basis, his own enlightenment? This secularism is a fraudulent word if it means devoid of God. Nothing can be devoid of God, because God is the ultimate reality and is as intimate to everything as it is ultimate to everything. It is present, past, and future, and it is transcendent—both. That is the reality, and all these realities are its own expressions. . . .
‘ “Secularism”, if the word has a meaning, can have a meaning in being a policy of the government. That policy of the government means being equally disposed to everything. That means the government should not be partial to anyone, to anything, to any principle, to any general plan of knowledge, or to any action. It should be equally supportive to everyone. If that is the meaning of secularism, then we can accept it has a meaning in being impartial, just as the parental role is the real role of government. . . .
‘God is the reality of everything—permeating, pervading everything. . . .’
Question: Brain Physiology and Enlightenment
Dr Hagelin: ‘A new study at the University of California College of Medicine in Irvine shows that human intelligence appears to be based on the volume of grey matter tissue in different regions of the brain. Grey matter is the general term that describes regions of the central nervous system rich in neuronal cell bodies and neurophil.
‘Maharishi often talks about how Transcendental Meditation develops the full functioning of the brain and awakens the infinite intelligence of the mind. Is the ability to use your full brain and draw upon infinite intelligence open to every human being, or is it limited to those people who have a large volume of so-called grey matter in their brain?’
Maharishi: ‘If it’s a human brain, it has enough—whether we call it grey matter, dark matter, or anything. That most refined expression of consciousness is the brain matter—whatever we call it. If it’s a human brain, then it has all the developmental capability of that intelligence where infinity could be awakened in one simple awareness. That is the importance of the experience of the Transcendent.
‘Experience of the Transcendent is a holistic experience. And holistic experience has to have that holistic base, which we may call grey matter or whatever—even physiological grains. Those physiological grains are so fine that the fine field of consciousness is the reality of every particle of the grey matter.
‘Every particle of the grey matter is a lively thing. It is that level of intelligence which is on the borderline of matter and liquid. We can say aerial, for consciousness, and then for the physical, we can say, the grey matter or fluid or anything.
‘It has to be on that completely fully awake level in order for the mind aspect to have the experience of total unboundedness. Total unboundedness requires the finest matter of the brain. Whatever way we call it, doesn’t matter, but the quality of it is as soft, as refined, as the finest pulsating value of the physiology. It is the most refined, because it has no grains in it. It may appear to be grainy from the perspective of the physical side, but within those points also, the whole thing is aerial. They are the points of the Unified Field.
‘Awareness, if it is human awareness, in the transcendental state has that wakefulness in which that level of experience is a direct experience. Only then can we say the full brain is being used. There is no way to use the full brain—that means to put the full brain to practice—other than by experiencing Transcendental Consciousness, which is that level where all the grains, or finest membranes or whatever they call them, are all on one level. And that is the unmanifest level. The unmanifest level is the level of the Unified Field—the self-referral Unified Field.
‘The mind, which is object-referral during its activity, becomes self-referral on that level where the full brain is utilized. This is the way to use one’s cosmic potential. The training of the Rajas is to give them the practice and ability to have their awareness identify itself with that which is the total value of the brain—where the grains are not separate from another and are in a Unified Field.
‘The Sanskrit word for that is Anyonya-Abhava. “Anyonya-Abhava” means one is the other, in that state. The unification is a practical thing because anything we take, it will be one with the other; it will be identified with the other. There is no disunion in that field. A Brahma Sutra defining this says, “Tat tu samanvayat.” A Sanskrit expression for the Unified Field is, “the Unified Field is through swinging together”, or “through unification". Through unification, one comes to that level where there are no differences and no cracks or anything. It’s one flat unboundedness.
‘We call it Being, or the Unified Field. The value of the mind is self-referral in that state—the mind is cosmic in its knowledge, cosmic in its activity, in its power. That is what will satisfy everyone. Man will just be on that level of experience, because there is nothing more beyond it. On that level of expansion, there is nothing more beyond it, either in the field of knowledge or in the field of action.
‘That is why we are talking of the Peace Government—an institution which is unified in itself. Unified in itself means it is omnipresent, omniscient, and omnipotent. And that is the administration of the universe—cosmic administration. That is the government of Unified Field government—the Peace Government—where everything is totally transparent to itself and to everyone else.
‘It’s a very fortunate thing to have on the individual level. We are wanting all these 3,000 Peace Palaces, schools, and colleges. These will be places where the individuals will have a chance to learn, practise, and demonstrate harmony and peace in their life and in the nation. With harmony and peace in nation after nation, there will be world harmony and world peace.
‘It’s a very delightful profession that we have chosen. And we are inviting all the fortunate people to get into this profession, where thoughts will be realized by thinking alone. No man will have to undergo hardship—no slavery to anyone, no job seeking. Man is the master of all that he surveys. Such freedom is ideal freedom. This is what we are offering to the world. We are laying out a programme for all future generations.
‘Our invitation to the people of our generation is, “Make hay when the sun shines.” This will be our slogan in every generation now that we have at our disposal total Vedic Knowledge. “Vedic Knowledge” means Total Knowledge. “Vedic Administration” means administration conducted by Total Knowledge from the quiet, inner level of the transcendental field of consciousness, the Unified Field of consciousness.
‘Fortunately for the world, the Unified Field has been discovered on the level of science. How can people begin to suffer when the Unified Field has been discovered? What is the use of this discovery? Dr Hagelin is a champion of peace in action. The peace of the Unified Field is a peace which puts peace into action. This is automation in administration.
‘Very soon Dr Hagelin is going to give a flash of this experience. Some people will be hired in every country, and will be trained to experience the field of the Transcendent. The evidence of it is not a theoretical concept but a practical demonstration of the body lifting up in the air. That means command over gravity, which is the basic level of intelligence.
‘We are talking of a reality of life which is going to be the experience of everyone. We are going to employ some people here and there, and going to establish these Peace Palaces, which are special houses built according to east, west, south, and north directional layout. It’s a very specialized area of construction and very specialized area of practice. We have known that with even a few people, a few hundred people here and there in every Peace Palace, there will be peace on earth and there will be peace in the heavens also.’
