Opening Remarks

Maharishi: ‘Jai Guru Dev. It is a joy to listen to the success of the beginning days of the Peace Government, the government of total Natural Law, the divine government, we can say, the will of God. It is a very great joy.
 
‘Only, we have to be careful that the plant, even though growing, is protected from all sides and strengthened in every way with water, with manure, with protection, and with fences around it. The tree of perfect life and perfect civilization is planted; the seed is planted. It has shown it is sprouting, and the plant has to be protected from every side.
 
‘The protection of the plant will be through all the people—the peace-loving hearts and minds of the world—spending some time in the process of aligning their own individual consciousness with that enormous cosmic consciousness which is the government of the universe. The whole thing is blissful, and it is a joy to see that it is happening. All the good people are joining. It is a very great joy. I welcome them, and I congratulate them for their successful endeavour in this direction, even though the number has to increase. Only an increasing number will protect the tender growing plant of the Peace Government.
 
‘It is a very good thing. Dr Hagelin, I got your book today, “Nuclear Alert”. Have you introduced your book to the world press? This may be the time, or next week, as you feel fit. “Nuclear Alert” is to alert all the people, all the simple people of peace, and all the non-simple people who are rising to destroy the world, who are great terrorists. . . .

‘We are fond of lighting the lamps. We are fond of more lamps and more lamps and more lamps. . . .

‘It is very fortunate that the voice of science is coming up—a sensible, intelligent voice of science—alerting the world of the possibility of nuclear disaster. I must tell the world press with great joy that the power of silence is greater than anything that belongs to the field of dynamism. We have heard how much more powerful the absolute field of silence on the level of the Unified Field of all the Laws of Nature is—how much more powerful it is. With that, we have quietly challenged the rising flames of destruction. . . .

‘India has that power of silence, of Yagya. But who in the government knows Yagya? . . . India has gone away from its parental, traditional, all-powerful knowledge of prevention and cure. The only way for India to breathe life tomorrow is Yagya today, Daivi Shakti today, enlivenment of total Natural Law today. . . . I must tell the Indians, if they want to be Indian tomorrow, they have to be Vedic today. It is Vedic India that can create a Vedic world. . . . The way to awake India is to perform Yagyas. Go to the feet of the Vedic Pandits and provide facilities for the Vedic Pandits, provide Vastu homes for the Vedic Pandits to live in.

‘Government of India, provide Vastu homes for your working places, for your Parliament, for the houses where you work. . . . As long as you continue to work as a government in the homes, in the offices, in the Parliament buildings built by the Britishers or by Indians who do not know about Vastu Vidya, so long you will be quarreling, you will be completely devoid of your own intelligence. . . .

‘India is a big country, and India is the only country with that Vedic wisdom which has the technology to awaken the power of the divine intelligence administering the whole universe. It is not a hidden thing. The sun is being controlled by some power, the moon is controlled by some power, the stars and galaxies also. Dr Hagelin can describe by what power all this is controlled, but it is controlled by a power. All about that power is in the total Veda. Veda is the Constitution of the Universe.

‘Vedic Pandits in India have that knowledge. A child is born at this moment in this place, and what his health is going to be in ten years, in twenty years, in forty years, in a hundred years is known. The Jyotishis write down what will happen to him tomorrow. This is knowledge of all times—past, present, and future. This is Vedic wisdom, and this can prevent you from falling into disasters, from falling into miseries, from falling into sickness and suffering.
 
‘Jyotish is the only way for any government to successfully play its parental role for the people. A government should know what is going to happen tomorrow. The weather bureaus bring out the news, but it is not enough to protect. If the storm is coming, they say, “The storm will come”, but how to protect anyone?
 
‘Every government has to be doing Yagyas. Yagya may not be a known word in our civilization, and that is why peace and happiness are not known realities in this civilization. They do not know where the seat of all harmony, all peace, all prosperity, all fullness, and eternity is.
 
‘A few top scientists have known something about it, but Vedic Pandits know it as a science, as a technology. Science and technology in the Vedic wisdom are the ripened fruit of an enlightened Vedic Pandit. Vedic Pandits are a race in whose brain physiology is that competence, because of their daily routine.
 
‘Foreign invasions in India, foreign powers in India, Muslim rule for so many centuries, and British rule for so many centuries have destroyed a great deal of this delicate science of perfect life. But the tradition of the Vedic wisdom, the Vedic tradition, is continuing. The Vedic tradition is continuing. . . . 

‘India is the only country in the world which has the wisdom of the Constitution of the Universe, the Veda. The whole leadership of India is completely devoid of this knowledge. . . .
 
‘I am alerting my own country, I am alerting my own countrymen that no other power except Yagya, except Daivi Shakti, can save India for tomorrow. The Vedic wisdom of India has Yagyas, Graha Shanti, and that tremendously powerful knowledge, that calculation, that mathematical knowledge of all past, present, and future, and has the ability to prevent in advance any disaster that may come on to any country. Such beautiful knowledge has been ignored and is being ignored by the government of India.
 
‘I am trying to re-establish Yagya, and if the Vedic Pandits come along, India will be saved. If India is saved, Vedic wisdom will be powerful. As long as Vedic wisdom remains powerful in India, from that one land tremendously powerful coherence in world consciousness can be generated by the daily routine of the Vedic Pandits in India itself, and the world will be a beautiful world. 

‘It is a very good sign that we started something nice. We are seeing that the air is more in the right direction. With this, we are encouraged to see that something is happening. . . .
  
‘Indians, awake. Worldly people, awake and go to the feet of the Vedic Pandits. Go to the feet of Vedic Pandits, not for the sake of the Vedic Pandits but for your own sake. Whether you do not understand today or you do understand and you do it, your children will enjoy. India will remain India tomorrow.

‘From where does this Peace Government come? It comes from Raam Raj—Raam. What is Raam, who is Raam, where is Raam? “Raam Brahm Paramaratharupa”—Raam is Totality, Brahm. Brahm is pure spirituality that is the Totality. Totality of what? Totality of the unified wholeness of all diversity. Raam is the unified wholeness of all diversity. “Raam is the embodiment of Totality” means Raam is the embodiment of infinite peace and infinite dynamism. Infinite peace and infinite dynamism are balanced in Raam, in Brahm.
 
‘Brahm is Totality—totality of infinite silence and infinite dynamism. The balance of infinite silence and infinite dynamism is the totality of all things, and that is the totality of the universe. That is why this intelligence, which is the totality of peace and the totality of dynamism—this Brahm—is the eternal administrator of the universe. The eternal administrator of the universe is that intelligence which has two values in his nature: the value of eternal silence and the value of eternal dynamism.
 
‘When human awareness is devoid of silence, then the dynamism value of intelligence rules human society, human civilization. Then what happens is there is stress and strain, and fatigue and disease, and all that should not be in life, because life is holistic. Life is silence and dynamism together, then it is life.
 
‘Dynamism is promoted by the silent dynamism which is in the silence. The silence is endowed with dynamism, but it is a silent dynamism. So silent dynamism is the promoter of all dynamism. And dynamism in silence is the promoter of all silence. One is the promoter of the other.

‘The reality of life is Totality, Brahm. The reality of life is silence and dynamism. When the dynamism overbalances silence, then life becomes uncomfortable. This is our time now. Fifty years ago, it came from the inspiration of Guru Dev that dynamism is overpowering silence, and now silence should be brought to human awareness.
 
‘The Transcendental Meditation Technique came out to investigate into the value of silence. Through Transcendental Meditation here, there, everywhere in this country, in that country, some people here, some people there, silence was brought to human awareness to counterbalance the exaggeration of dynamism in human awareness.

‘Now for fifty years, silence has been brought to balance dynamism, and it is seen that it has balanced quite a lot, and a lot of wars subsided. The whole history of the Movement has been recorded.
 
‘Now what came out of it, and is very clearly established, is that if this programme of bringing silence to dynamism is utilized, then there will be balance created in human society. Human society will be a balanced society. It will not cry from pain; it will not have pain. All the disease and negativity will not be there. Coherence, harmony, fulfilment, and affluence will be there.
 
‘Therefore, the governments, who were driven only by the power of dynamism, have now to wake up to gather the power of silence. It is for this that the silent government has emerged. It is the fulfilment of the call of time that the silence is emerging in order to balance the pains of dynamism, and is being brought on the level of government, and through the government, is being brought to the whole. . . .  

‘A timely call for the Peace Government is going to bring fulfilment by bringing balance to the existing dynamism of the government, which has failed due to lack of silence. It will supply silence. . . . The Peace Government is the answer to the failures of the the troubled governments—troubled by conflicting ideas, conflicting societies. . . . The dawn of peace, the dawn of government by peace—the Peace Government—is the only rescue for life today, tomorrow, or the next day.

‘If you look into the Vedic Constitution of the Universe, it is the Constitution that rules by peace. There is not much time in these short spaces of the world press. Otherwise, if you take a word of the Vedic Constitution, the Constitution of the Universe—any word, any syllable, any phrase, any sentence, or any paragraph—you will find it emerging from silence. The sequence of it, the forward march of it, the dynamism of it, is balanced by the backward march of it—the silence.
 
‘Silence is supporting dynamism; dynamism is supporting silence. This is the function of the Constitution of the Universe. This is the function of Natural Law. Total Natural Law functions in this way, which is absolutely, completely expressed in the sequence of the Vedic Mantras—backwards and forwards, and backwards and forwards, and backwards and forwards.
 
‘This theme is eternal because it is unapproachable by any disturbing element. It is a theme of the transcendent, going backwards and forwards. All the innumerable points of infinity start from point of infinity and reach the whole field of infinity, through all kinds of variety: backwards and forwards, both things, forward and backward, forward and backward, forward and backward—forward dynamism and backward silence—dynamizing, silencing, dynamizing, silencing. This integration is the basis of the functioning of Natural Law throughout creation in every grain of creation. 

‘This is Vyakaran and Nirukt; this is expansion and contraction. The Constitution of the Universe is in terms of expansion and contraction, expansion and contraction, expansion and contraction. Being absolute unified wholeness of expansion and contraction—backwards and forwards, backwards and forwards, backwards and forwards—every point of creation is in terms of this swing backwards and forwards, and the whole of infinity: backwards and forwards.
 
‘The Universe is supposed to be a pulsating universe. The whole universe is infinity, expanding abroad, contracting inside. The whole unified wholeness is a pulsation, back and forth and back and forth and back. This unified wholeness is that intelligence which is the Constitution of the Universe; it is the basis of the universe; it is the Constitution, the regulator of the universe; it is the law of the universe. Human intelligence, the human brain, can be trained to be functioning on this level of back and forth and back and forth—total.
 
‘That is total Natural Law functioning, and for this, there is Transcendental Meditation. The proof of it is in Yogic Flying. Flying is a proof of that quality of functioning which belongs to the galactic flying. Innumerable galaxies are so netted together in that force of gravity—some attraction, some repulsion, some attraction, some repulsion, so balanced in nature. This is balancing the expansion and contraction; it is a balancing of the dynamism and silence.
 
‘When dynamism became overpowering, the life on earth became overpowered by individuality devoid of cosmic strength. Therefore, it got slipped off from its cosmic set-up. To bring it up to that cosmic set-up, this programme has evolved through the grace of Guru Dev. All the time, we say, “Jai Guru Dev, glory to Guru Dev.” Glory to Guru Dev, because he has brought that missing knowledge which will balance the dynamism of the world.
 
‘Now we have done it; we have proven it. We are satisfied completely that it works, in every way it works. Now we are on the governmental level, trying to improve the breath of the government. The breath of the government is too much outgoing. Too much outgoing breath makes the lungs weak [laughter]—too much outgoing breath. . . .

‘Such a situation requires the programme of a silent government, the Peace Government—that thousand, ten thousand people. Any time, any government can do this. Any time, any government can engage these peace corps. Or they can put the boys to Yogic Flying in their schools and colleges, and they will come out to be so brilliant and balanced in their thinking. They will be the citizens of their nation, and they will be world citizens, fully developed and controlling all the Laws of Nature. All the Laws of Nature—the dynamism of all the Laws of Nature—will work according to their intention.
 
‘A group like that in any country can be done easily, but because this is the first generation of government, they are hearing from us for the first time. They are wondering, “What is this invincibility?” It is hard for them to think that invincibility can be a possibility.
 
‘Without invincibility, they are all aware that their sovereignty is just a begging bowl. They survive on the begging bowl, and not on their sovereignty or their own dignity—no. Any foreign power can buy them, either in the name of religion or in the name of military or anything.
 
‘We have been in contact with all these poor countries. They have been heard laughing at the word “invincibility”. But it is the effect of invincibility that will come to these people when they realize that they can fulfil their parental role as a government of their country. They have a parental role. It is only due to lack of proper thinking that they are not able to fulfil their parental role. Otherwise, every head of state is asking everyone what more he can do for the people.
 
‘Our offer is now on both sides. We are communicating to them gently, but do not depend on the communication. We depend on the effect that we are producing. We have adopted these three, four countries somewhere near Europe. We will be increasing the number as the resources come along. As the number increases, there will be more and more integration in world consciousness.
 
‘Every religion—if it is a religion, and “religion” means a way to God—should be a way for more happiness, more health, better achievements, less problems. Religion should never be a platform for creating division. Really religious people never, never take that position, because they think their God is protective to everyone. Religion is protective to anyone; religion is protective to everyone.
 
‘We do not expect any hindrance from the level of religion, because we are simple in our approach, we are truthful in our approach. We want the light of God to dominate every society, every action. . . .

‘Our influence of coherence in the world will set everything properly. We do not mind these little things happening in our own lifetime. It does not matter. We are on the right lines, and hopefully, gradually, as we are proceeding, we will amass more and more influence of peace. That will reflect in the world.
 
‘The world does need a reminder from us. Dr Hagelin, I just got your “Nuclear Alert”. You can brief the world of your announcement to the scientists. It is a great joy that the intelligentsia of the world are being inspired by you. Soon this inspiration will alert the people of every country and will attract the government of every country.
 
‘I think you have thought well of silence because silence belongs to everyone. The scientists have been probing into the fabrics of silence. We find that the Constitution of the Universe is very well rooted in the technology of silence. Your “Nuclear Alert” is very real. The intelligentsia of the world will come up. . . .

‘It is the influence that we want to create. . . . Silence is freezing. It will freeze the stupidity in the world very soon. We will have a very beautiful world.’

Question: The Technology to Create Harmony in Nature

Dr Hagelin: ‘There is a question from the press. Maharishi has asked the press to give him the news each week of the rise of positivity in different parts of the world that is due to his programme to create coherence in world consciousness. With this knowledge of world events, Maharishi said he would be able to decide what to do next, what buttons to push in his efforts to create permanent world peace. Specifically, what is Maharishi looking for in these world press reports? And what will he do, what kinds of buttons will he push when he hears the news?’ 

Maharishi: ‘The technology of Yagya depends upon what button we push and what we want Natural Law to do.
 
‘The whole Yagya programme is to stimulate a particular quality of creative intelligence, which in the Vedic Literature is called “Devata”. Devata is a particular quality of creative intelligence. Like that, so many different qualities of intelligence together constitute the total creative intelligence of the administrator of the universe. The total quality is many, many qualities of creative intelligence, and they are known as Shiva, Vishnu, Ganapati, Surya—all these different, different qualities of creative intelligence.
 
‘Which quality of creative intelligence do we want to inspire through this performance of Yagya? All performances of Yagyas are Vedic performances. What kind of performance do we do in order to inspire a particular quality of creative intelligence in Natural Law? This is what is meant by “pressing this button or this button or that button”—either Ganapati’s button or Shiva’s button or Devi’s Guna. Different qualities of creative intelligence are responsible for harmony in all the different kinds of functioning in the universe.
 
‘Disharmony may bring out a storm. Another kind of disharmony in creative intelligence in Nature could bring out a big, huge rain. Some other kind of disharmony in Nature could bring out an earthquake. Another kind could put fire to the forest—flames. This is what makes different approaches, different kinds of performances of the Vedic Yagyas in order to subdue disharmony here and there.
 
‘There are a huge amount of Vedic Yagyas. Vedic Pandits have that knowledge of balanced intelligence in their awareness, their balanced mind which is Brahm. That is Brahmi Chetana, Brahmi Consciousness, which is balanced between all dynamism and all silence.
 
‘The Vedic routine of life is pure, so refined, and free from malicious things. Pure is the word—pure—Satoguna. The Vedic Pandit performing a Yagya in that balanced state realizes the resolution that he makes in the beginning of the Yagya—“I want this resolution.” 

‘Supposing this man has this kind of difficulty in health, or difficulty in social behaviour, or difficulty in his business, or difficulty in his relationship. They find whatever difficulity in the man’s horoscope, and then the Pandit makes a resolution. In the resolution, he takes into account those different, different qualities of creative intelligence, those different Devatas. It has its own language.
 
‘The Pandit makes a resolution and then does what is prescribed to create that quality of intelligence in his own consciousness from that level of the omnipresent Transcendental Consciousness. From there, he produces the desired effect in space and time that he wants to produce.
 
‘It is called “Sankalpa”. Sankalpa is the resolution in the beginning of the Yagya. You make a resolution in the beginning of the Yagya. Then, sitting in one place, they produce an instant effect. The Yagyas are with many people; bigger Yagyas are with many, many people. Larger groups of Vedic Pandits performing Yagyas will take care of all kinds of negative trends in society.
 
‘It depends upon what Yagya the Vedic Pandit does and what resolution he makes. Supposing he could make an individual resolution for a sick man, or a man who is losing all his money, or a man who is very indisposed, for him to come out of this thing. This would be an individual Yagya. In the Sankalpa, the Vedic Pandit says, “This man residing here is in this difficulty”, so the man comes out of that. Then the Vedic Pandit does the Yagya.
 
‘Another way takes the society as a whole, the city as a whole, the province as a whole, the country as a whole, or the world as whole. A resolution can be made for the world as a whole; there are Yagyas for that. These Yagyas are performed by the parental role of the kings. The kings perform these Yagyas. They have their expert Vedic Pandits, and then they perform this Yagya. What do they do? They avoid any famine that may come. They avoid any birth of insects that can come and eat up all the agricultural crops. All such calamities will not happen if collective Yagyas are done.
 
‘The Peace Government is going to adopt this system of creating harmony in Nature. All the wrong tendencies that emerge from the wrong kind of atmosphere will stop automatically.
 
‘The government, who collects all the money from all the people of the country, should spend some money on Yagyas. We can train their people in the Yagyas, or these Vedic Pandits can do the the Yagyas in India for those countries, or the Vedic Pandits can go to those countries and be the residents of the countries.

‘The Vedic Pandits train their boys from the hereditary knowledge of the Vedic Yagyas. They will always maintain great harmony, great peace, great prosperity, great fulfilment, great friendliness with all the other nations. In this way, they will be the basis of invincibility for any government. 

‘A thousand, two thousand—ten thousand people, if the country is a big country—is good enough. For a government to maintain those countries in a nice manner is not at all difficult. Every government will continue to be bombed by negative tendencies, negative friendliness, and will be attacked by the enemies and all kinds of things unless they take recourse to the Vedic Pandits. Yagyas have the property of knowledge and action. Yagya is knowledge of Natural Law and the technology of Natural Law in order to maintain prevention in life—in individual life, in family life, in city life, in every city life.
 
‘It is a very great blessing to the world that there exists a society which deserves all support from everyone for everyone’s own bright destiny. We have started to train some groups, and we are going to create larger and larger numbers of these groups. We are going to supply the effect of the Yagyas by these groups, and we are going to create harmony.
 
‘All governments are going to come into this because every government is tired of this wretched system of democracy. Every government realizes how stupid it is to turn an integrated culture—cultural integrity—into pieces.
 
‘There is a proverb in India, “Whenever we are awake, we are awake.” We are out of the dreaming and illusory states of dullness, so this is the time we are out of illusions. One sun is good enough for the whole galaxy—one sun rising. Some one person in a society, in a country, in a state, in a city becomes a shining star and radiates that light to his near ones and then to his distant ones.
 
‘This is how all are going to follow, including these top scientists in the world, who Dr John Hagelin is collecting. Very soon, this voice of peace will dominate world society, and the voice of destruction will find its way out. It does not matter. When the light comes, darkness cannot stay. We just handle the light. Do the Yagya, do the Yagya, do the Yagya.
 
‘Yagya is one thing, and Yogic Flying is another thing. Yagya and Yoga: Yogic Flying is the Yoga, and Yagya is pertaining to action—one does something. This is in the field of action. Through the field of action, we generate the field of silence. This is that enormously great technology. That which is a means of disruption, Vedic wisdom makes the means of destruction. It uses the means of diversity to create total unity.
 
‘This is making possibility out of impossibility. This is that power. It is that which is recorded in religions: “Man is made in the image of God.” Man can inherit that divine dignity which is the light of God in order that His creation does not suffer—period. His creation does not suffer. In the Vedic Literature, life is bliss, Ananda. “Sat Chit Ananda”—eternal Ananda in the field of consciousness, Chit.
 
‘Only consciousness is. People may not know our research today. His Majesty Raja Raam, who was crowned the First Ruler of the Global Country of World Peace, proved scientifically that every aspect of physiology is the expression of consciousness. Every aspect of physiology is the expression of consciousness.
 
‘From the level of consciousness, the whole field of physiology can be properly managed and governed and secured. The knowledge is there; the whole knowledge is there. Through governmental agencies, the knowledge could be passed on to this present generation through schools, colleges, and universities.
 
‘So far, universities are a means of spreading darkness. What I am saying, listen to it, I am saying it consciously. Universities wherever they are, with whatever great reputation, are the universities of studying darkness—“darkness” meaning localized knowledge, some part of it. Knowledge in its purity is total. There is no Total Knowledge as such in the present educational system in the world.
 
‘The Peace Government has realized that the field of peace, the inner self-referral consciousness of the Unified Field, Atma, is the field of Total Knowledge. It is to be brought to human awareness so that whatever thought emerges, whatever emotions emerge, whatever feelings arise, all arise from that transcendental field, which is pure consciousness, a togetherness of infinite silence and infinite dynamism. The human mind has that ability.

‘We are going to sponsor that education where the children and the grown youth will take their awareness to that field of Total Knowledge, which is a balanced field of pure consciousness. We say it is balanced between the infinity of consciousness and the point of consciousness. It is a balanced thing. That balance is silence and dynamism also. In the Vedic Literature, it seemed to be absolutely dynamic in silence—infinity to its point, its point to infinity.

‘It is a field of self-referral consciousness, because when infinity is moving, it is dynamism. From where is it moving in silence? The move is ending in silence. So silence is on both sides, move in the middle. It is moving and silence, and silence and moving in dynamism. This is the balanced state of consciousness itself. The whole physiology is the expression of this balanced, most balanced, state of intelligence, which we say is the light of God, total Natural Law. This is the Constitution of the Universe. This Veda is the Constitution of the Universe.

‘It is enormous knowledge; it is Total Knowledge. It is true for all times. It is preserved through the tradition of this Vedic category of life, the “Guru Param Para”, or the Vedic “Guru Param Para”. The tradition of the teachers in the Vedic “Param Para” is the Vedic tradition. The knowledge is pure.
 
‘This we are going to put in the world through education. This we do with total Natural Law in education, health, and agriculture in the same way. Everywhere, we are going to develop the human brain of the children and grandchildren and all those who are to come in future generations. They will come up through their schools to be so brilliant and bright.
 
‘A specimen of this has been found in our Maharishi Universities, even in America, even in Europe, even in India. The children are winning in competitions wherever they go. Whether it is a lecture competition or it is a playing competition or whatever, they are scoring first grade.
 
‘The brilliance of the children is all that parents expect from schooling. In whatever schools are known to be great schools, professors are paid very highly. Highly paid professors are supposed to be the storehouse of all knowledge, but that is not the case.
 
‘The present system of education is not concerned with the development of life. . . . The ability to have total Natural Law, the power of total Natural Law, at our command is far from the imagination of the educators in the world today.
 
‘We are starting this education to create in the world a generation of enough enlightened citizens in every country who will naturally be the guiding factors, or the guiding light, of their society, wherever they are. It does not matter where or what time it takes to have this education.

‘Out of a population of six billion, there must be a billion people of student age. Half a billion, quarter of a billion, a hundred million, ten million, one million students, will be enough to create a very strong, indomitable strength of coherence in the world. Then the world will be a great planet to live in.
 
‘World press, invite the next generation or invite the present generation to be a host of the beautiful forthcoming civilization. Give good news to the world.’
