Opening Remarks

Maharishi: ‘Jai Guru Dev. We have been proclaiming freedom from problems, sickness, and negativity for all times. The world press has been responding as Dr Hagelin has been reporting.
 
‘This week, today, we are in a position to tell every government that any problem of any government can be solved by us, whether it is the problem of an individual or the problem of a nation as a whole. We have been telling the governments to take the solution from us. Now today, I want to ask the governments of the world to give problems to us.
 
‘The Peace Government is that pacifying government which will make all the boiling water cool down. All the variety is on many, many grounds. Like in a garden where this tree and that tree are all grounded on one ground, our Peace Government is a government that is the ground for the flowering of all diversities. It is a field of unity and a field of silence, from which all the sprouting of diverse values, which differentiate and create positivity and conflict on the surface of life, will be nourished at their basis now.
 
‘I want to invite all the governments of today to tell me any problems, and I will solve them. When I say, “I will solve them”, I should say, “I will give you the technique, and through the technique, you will solve the problem.” I only give out knowledge. My knowledge is for something that you cannot solve yourself, the field of diversity. My knowledge is the knowledge of unity, the knowledge of self-referral consciousness, the knowledge of what Dr Hagelin always has been saying and always says—every day he says a thousand times—the Unified Field. He is the master of the Unified Field.

‘The Unified Field came out to be a unified field. Where is this Unified Field found? It has been found in the diversified, unified universe. Unity is available in the diversified world. The unifying value has been located in the diversifying value. These days, what is Dr Hagelin doing? He is scratching the fibres of creativity. There is the source of creativity. He keeps on saying again and again, “It is in the structuring dynamics of the universe, the structuring dynamics of unity with reference to diversity.”
 
‘The structuring dynamics of unity are the structured universe. The knowledge is there to have any field in the field of diversity. The knowledge has been located so that any field of knowledge of diversity is a unifying knowledge of unity. Unity and diversity, these two values, so far were understood in terms of two values: unity, silence and diversity, dynamism. Silence was understood to be opposite to dynamism.
 
‘Now, what has science done? It has found every aspect of the diversifying quality embedded in the unifying quality. The universe is now being described not as the universe, but as the Unified Field. The Unified Field is an eternally fulfilled field.
 
‘All the different fields have been found to come together so that the diversifying value has been located as a unifying value. This is the search, the ultimate search, of reality. What is the ultimate? The ultimate knowledge is that that which was understood to be diversifying dynamism—creating more and more and more from one to many—is located in the move from point to infinity, from unified to diversified.
 
‘The process of diversification is found emerging in this state of unity. There is unity, there is diversity—unity, diversity, unity, diversity. These two are apparently contradictory, but truthfully, the science declares them to be one—unified. That which was diversifying came out to be unifying. That which was responsible for making many from one is found to be one. Inside one is the many, which breaks the one and makes many. So diversity is located in unity.
 
‘Unity being unity—unified, being one—there is no question of problem. In unity, there is no question: unity is all by itself, and that is all. There is no second, so there is no problem. Diversity is problem, problem, problem. Diversity can have all problems, but when diversity is found located in unity, then all problems come to be no problem.
 
‘This is the knowledge to which I am inviting all governments to bring their problems. I will suggest to them the solution. They will solve the problem. I will just be a witness of their diversity. And diversity, they would realize, is really unity, and it is really no problem.

‘Any problem-ridden government is cordially, lovingly invited to get out of problems. Do not think how the problems will go. You do not think from your level how it will go. Do not worry about it. You just present the problem, and the problem itself will translate itself into the solution.
 
‘It has been a very beautiful thing week after week. Now this is the week for invitations to the governments. Bring any kind of problem, because we sit with all solutions in the field of no problems, which is the Unified Field. Problems are in the field of diversification—more competition, more relations with more people, this, this, this. Let the governments now feel relaxed that they can submit their problems, and lovingly, without much detail, we will offer them solutions.
 
‘I give the technique of solution to them. I am asking governments, which are responsible for so many million people, to bring any problem of poverty, or health, or grudges against others and fights with others—all this variety. Government is one. Everyone who is governed expects freedom for life, good health, good education, and all possibilities—no obstruction, no problems, no pain, no suffering. Everyone expects this from the government. The government is expected to have a super-parental role for the whole population—a super-parental role. For whatever the parents cannot do, the super-parental role is there for every government to play.
 
‘When the governments try to solve the problems of the people, the government provides hospitals, provides schools, provides military to defend, and all that. This is on the individual level. What am I going to add to this individual aspect of the parental role of the government? Add a programme for collective education, a programme for collective health, and programmes for any aspect on the collective level. The programme for the collective level, along with the programme on the individual level, both these programmes, will fulfil the parental role of the government and all expectations of the people who are being ruled. 

‘It is generally seen that government focuses where there are problems, there is suffering, there is fighting, there are troubles. Focusing on the individual is not a wrong thing, only it is not sufficient to free the individual from problems. The problems are, and they become more and more acute and more and more powerful problems because problems are within the individual—his thinking and all—and from his surrounding people, his neighbouring area, bigger neighbouring areas, and from the whole world.
 
‘For the problems on the individual level to be solved, the approach of the government has to be on the collective level of problem. If you want to solve the problem of health on the individual level, then the problem of health for the individual has to be solved along with the procedure to solve the collective health of the nation. This feature of collective health is a feature of handling the unified values of all the diverse values of national life—national health, national education, and national defence.
 
‘We have mastery in this. We have mastery in the knowledge that handles both levels of life: individual and national. In our programme for handling the problems of life of the individual, the individual consciousness has to be cosmic consciousness. This is through the practice of the Transcendental Meditation Programme, which we are teaching, which we are the master of, and which we have proved for fifty years in the world. Now our programme for collective health is for groups of individuals, so that the individual is placed on a level of many individuals—a collective, a bigger group.
 
‘We have come to the stage that a group big enough—on the basis of the population of the country—can influence the total field of the population, the collective value of the population. A group big enough: this is our formula. Whatever is the population of the country, according to that, we pick the number of people required. We tell the government, “This many people should practise Transcendental Meditation and its advanced techniques, including Yogic Flying, that have been proven to be harmonizing and unifying during all the fifty years of much scientific research and much practical experience.”

‘The same thing is needed, but with different numbers: a hundred people somewhere, five hundred somewhere, a thousand people somewhere, two thousand people somewhere, ten thousand people somewhere else. Just a few hundred or a few thousand people are needed in order to handle the health of the people, the education of the people, and the behaviour of the people, so that there is no controversy, there are no conflicts, there is no stress and strain and irritation, there are no problems, there are no failures. If there are a hundred thousand people, suppose a hundred people are needed to practise these unifying values of Transcendental Meditation and Yogic Flying—a hundred people out of a hundred thousand people. Any government can engage a hundred people and can eliminate the basis of conflicting tendencies, conflicting activities, quarrels, and differences.
 
‘The solution of the problems of the governments has come to be so simple—a few hundred people. Now, the argument is that if a government can engage five thousand people to die for him in the military, if a government can engage the people to be ready to go on the fighting front line any time, and if the government could feed the people with the destiny to die, why can’t that government—any government—engage ten percent of the military or five percent of the military in order to not die, in order to live longer?

‘Through the practice of Transcendental Meditation, life grows longer and health becomes better and better. If the government is wise enough, I would say, to engage a large number of people to die for the government, why can’t the government have more compassion and love and engage some part of those numbers to free the nation collectively from negative tendencies and make the national consciousness positive and free from problems?
 
‘With this logic, we are joyfully extending our invitation. For any problem of the government it is just a matter of a few people engaged to handle the collective value of the disorder, to make the collective value of the country harmonious, positive, and pure. This is much easier.
 
‘Now, I have started to offer something which is much more easy for every government. Last month I said, “Yes, now I will do it.” And I have started to do it. Now this is a very great opening of such a beautiful gate of destiny for all mankind that I am going to do.
 
‘How am I going to do it? Already, my teachers are all over, spread all over. They are already teaching and teaching and teaching. Now I have started the Peace Government. You will hear the structure of the Peace Government. Dr Hagelin is the mastermind in establishing the Peace Government. Dr Hagelin, you will tell all the scientists in a minute; I will just draw the outline of achievement for the world from our organization.
 
‘The achievement for the world from our organization is the Peace Government. This government is functioning on a level which is only peace—absolute peace. And what is that level? So many—three, four million people—have experienced Transcendental Consciousness. Being transcendental, it is out of the reach of anything, because it is on its own. It is eternally established on its own, and therefore, it is transcendental to any change. Nothing can disturb it.
 
‘There is a government which is the Government of Peace, the Peace Government. What does the Peace Government do? Peace governs peace; peace maintains peace. This is what is called self-government. Every nation wants to have self-government.
 
‘Now it has come to a very surface level where all the people vote and will fight to vote. But self-government, in reality, is the government of peace which administers peace. How does the administration of peace, by peace, come to be? It comes to be on the level of the transcendent, on the level of Transcendental Consciousness. It is experienced in the settled state of consciousness. It is known through the verbal expressions available in the script of the Veda—Vedic Vishva Prashasana, Vedic administration of the universe, administration on the Vedic level. “Vedic” means pertaining to knowledge on the level of pure knowledge, on the level of transcendental knowledge, Transcendental Consciousness, transcendental intelligence. On that level is the Constitution, the law, that governs itself.
 
‘ “Transcendental law” means the law which transcends all limitations, transcends all boundaries of space and time. That is the law of eternity. It is a law of eternity. Where is that law of eternity, that law of unity? One does not know. Where is the law of eternity? The law of eternity is in the field of eternity, in the state of eternity out of any sensory perception.
 
‘Any sensory perception is limited in the boundaries of space and time. But eternity is beyond space and time. It is beyond change. It is the transcendental field of eternity. It itself organizes its structure. Transcendental Consciousness, on its own, features its structuring process within its own structure.
 
‘It is a beautiful picture. The structuring process is within the structure of the Unified Field. The Unified Field is a process and also a state. It is a changing value, but the change is in the nature of non-change. That is why it is set to somersault on its own within itself. The administrators of infinity, eternity, immortality, of any aspects of knowledge are in the somersaulting of the unified state of all knowledge. Diversity is unity.
 
‘This is our knowledge. The knowledge is unifying and diversifying. Therefore, any degree of diversification on any national, international, global, or cosmic level—at any level—is in reality a unified value, a unification. That is why any field of diversify is a field of nuisance. It is a field of variety where one conflicts with the other in the field of health and in each area—whatever area we say. But diversity is unity. Diversifying is unity. Diversifying intelligence is unifying intelligence. Therefore, knowing the unifying field, being master of the unifying field from diversifying to unifying, from gross thinking to fine thinking to transcendental thinking, having gained mastery in this area the other way is automatically mastered. From infinity to a point, and point to infinity: both things go together. This is Total Knowledge.
 
‘We are inviting the governments to resolve all problems, because their state of solution itself has problems, if unity is not open to awareness. If unity is not open to our awareness, diversity is such a headache, and problems are everywhere on all levels of life. Therefore, having the knowledge of unity, we are in possession of unifying knowledge. And therefore, whatever—whatever means whatever—is the problem of a government, whether it is of infinite magnitude or half of the infinite magnitude, or whatever magnitude, we are able to engage so many people, and this will take care of the national consciousness, collective consciousness. Just by handling the people, just by educating some people in order to have coherence-creating procedures on the individual level. 

‘We have been trying in three, four countries for the last three, four weeks. We are trying in a few countries, but there is always a question when we say, “You learn TM, and the TM practitioners should sit together in a group of maybe fifty or a hundred or two hundred and practise Yogic Flying. The body comes up against gravity; you gain power over gravity with Yogic Flying. The moment you gain power over gravity, you gain power over that intelligence and energy which maintains the relationship of this and that—the relationship of this galaxy with that galaxy, with this value of the universe, with that value of the universe.”
 
‘Innumerable universes are commonly governed by the force of attraction. The force of attraction itself is a force of attraction from one angle; it is also the force of repulsion. The force of attraction is also a force of repulsion from the other angle. From both angles, attraction and repulsion, they are the two values. When we go into the inner quality of attraction, any attraction, from the other perspective, there is repulsion. There is this attraction and repulsion. The force of gravity, the force of attraction, is the force of repulsion.  
‘We have come to this level. The authority is in scientific investigations, objective investigations, and in subjective investigation from the field of consciousness. All the records are available in the Vedic Literature, and now in the scientific literature. The field of human intellect, the field of common sense, and the field of individual life is in all the literature of every religion. Religion is finding the source. The source is in the course from diversity to unity and from unity to diversity, from diversity to unity, and from unity to diversity. Religion is from diversity to unity.
 
‘The governing power is also in diversity becoming unity. The other way, from unity to diversity, is also governing. So a government is made of two directions of performance—from point to infinity, and realizing from infinity to a point. This is a government which has both roles to play. One role is from unity to diversity, another role is from diversity to unity. This play, these roles, are by the body emerging from consciousness, many fields of the body emerging from one field of consciousness, and many fields of the body operating on the basis of the operation of the one field of consciousness.
 
‘This one field of consciousness, the Self of everyone, is Atma, the Self. The Self is the governor; the Self is the government. Self-government is a government of all values and of all directions of activity from multiplicity to unity. The effect of Transcendental Meditation is to enliven all the refining values. The return journey is automatically refined—the silence and dynamism both, from one to the other, from silence to dynamism. 

‘The governments are in problems, difficulties, unhappiness, pain, suffering, and lack of this and lack of that. We invite the governments to have the lack replaced by fullness of this and fullness of that.
 
‘I am inviting the governments lovingly, not in a way that “You do not know anything; I know everything, so you follow me”—not in that way. But in your knowing nothing, when you know you know nothing, then you will be the knower of everything. Just you have to know the area of nothingness. The experience of Transcendental Consciousness is the experience of that nothingness. No two are there. It is only the field of one. Transcendental Consciousness is just knowing that all the diversity has its base in this field of unity.  

‘All conflicts, all difficulties, all problems, all pains and suffering, all ill health and lack of education, all darkness, all nothingness, knowing nothingness are all in this knowledge of one area, Transcendental Consciousness—this one area. So we just give this to the people, any government. A few people—a hundred, two hundred, five hundred, or two thousand—depending on the population should be engaged, and we will guide them. That is our strength. A few weeks of guiding these people is our level of one-time doing for all times—one organization doing for all organizations.
 
‘Dr Hagelin and Dr Bevan Morris each have one consciousness blossoming in Totality. One consciousness, blossoming in Totality is in possession of the pure field of consciousness, which is unifying and which is diversifying—fully awake in unifying and diversifying values in the state of wholeness, in the state of Transcendental Consciousness. It is absolutely, very compassionate of them to come out and organize millions and billions of the population of the world in terms of a few people. Since the population is divided into different countries, it is enough to have a few in every country. It is enough to have a few in every state of a country and just a few in the mayor level of administration—a few here and a few there. Then the whole gets lively in its Totality, the pangs of differences dissolve, and the bliss of unity remains.
 
‘Dr Hagelin is speaking from authority, from the objective approach to Totality of modern science, and from the subjective approach to Totality of Vedic Science, from the science of Veda. Here is the total light of knowledge which will now be established throughout the world on the practical level of the Capitals of the Global Country of World Peace everywhere on the level of knowledge. Knowledge is that which, once it is lively in one’s consciousness, operates within itself and multiplies itself. As one speaks knowledge, it becomes a more and more thorough projection. So we keep on speaking about it and keep on producing more and more realistic effects.
 
‘Now the world press can inform the people that they do not have to do it. They have only to ask for the solution. They do not know the solution. If they knew the solution, their country would not be in such a dilapidated state in so many different areas. But now, here is a call for them to just knock on the door, and the door will open. Knock on the door, and the door will open. And when you do not knock, the opener of the door is feeling anxious to open the door.
 
‘We are opening the door in every part of the world through these Ministers and Ministries of the Peace Government, which is complementary to the non-peace-based governments existing in the world today. With non-peace governments a new government comes with such a noisy election. The whole thing is not worth the time; we do not waste our time on that.

‘We do not want to fight democracy. We know the silent way. We know the silent way where the dynamic way will simply dissolve. . . .
Our offer is to all these governments who are confused on their own level and who try to dissolve their confusion by aligning with other confused people. So there is a mass of confusion hoping to eliminate the confusion with some nations saying “Yes” and some nations saying “No”. There is a huge amount of selection of information and distribution of information. This is going from problem to problem to problem to problem.
 
‘We are inviting all the problem-ridden nations to step on the field of solution and solution and solution. Individual governments are invited to gain the solution. Those unions of nations—five governments somewhere, ten governments somewhere, twenty governments somewhere—are invited to get out of their confusion. . . .
 
‘We invite all countries separately, and the United Nations collectively, to begin to breathe solutions in their own problems, to begin to breathe solutions out of the old problems. Follow the initiator of world peace. Follow the initiator of the Peace Government (the Minister of Science and Technology), the Minister of Planning and Finance, and the Prime Minister who offer the solutions to problems in any field.
 
‘Dr Hagelin, this week, ask them to accept or not accept the call. Their destiny will be made brighter by our action. This action could be any time they want. Every day we are producing coherence everywhere—in India through these Vedic performances and outside India through Yogic performance.
 
‘This Yogic Flying and the practice of the Transcendental Meditation Technique are Yogic. In India, we have Vedic Pandits, so there we engage Vedic Pandits. Vedic Pandits will do both Yagya and Yoga. Both handle physiology and consciousness. One is predominant over the other. Silence is predominant in Yoga; action is predominant in Yagya.  
‘We have both approaches: action and silence, dynamism and silence. Action means dynamism. In the Vedic families, the youth have that traditional competence in terms of silence and in terms of dynamism. Knowledge and the mechanics of knowledge become the mechanics of technology—science and technology. Both are delivering the totality of knowledge for now and for every future tomorrow.
 
‘It is so beautiful. It goes on and on. Dr Hagelin, invite our world press to just relay and be a fountainhead of information. It is so good.’



Question: The Working Relationship between the Eight Ministries and Present Governments

Dr Hagelin: ‘Thank you very much, Maharishi. The first question has to do with the relationship between the Peace Government, now established by His Majesty Maharaja Nader Raam, and the existing governments of the world. Maharishi announced last week that the structure of the Global Peace Government with its eight ministries will be established on every level of society—global, national, provincial or state, city, family, and individual. I understand that the Peace Government will organize groups of Yogic Flyers for every city. What will be the working relationship between the eight ministries of the Peace Government on, for example a city level, with the corresponding departments or ministries of the present government?’ 

Maharishi:
‘Fulfilment will be the meeting point of the two ministries—fulfilment of all the activities of every ministry, and fulfilment on the level of no activity. The Peace Government is peace performing on itself. The non-peace government performs on its own level: there is a target, and there is a path to fulfil the target, and there is fulfilment of the target.
 
‘We can say the existing governments shoot the arrows and this is the play of dynamism. The Peace Government shoots the arrows of silence. Activity in silence will always be supportive to the arrows of dynamism, because when the arrow starts, it starts from silence, and when the arrow ends, it ends into silence. The whole reality of dynamic dynamism is silence at the start and silence at the goal. The activity of the Peace Government, the performance of the Peace Government, is peace, which is the starting point of the dynamic government and the goal of the dynamic government. From the starting point to the goal in the dynamic government takes time, but the Peace Government, starts from peace, ends in peace, and the whole course is through peace.
 
‘These are the arrows of peace. Both governments are essentially the same. Not knowing the total field of knowledge and not knowing the reality of any of this, they seem to be two governments. But basically, they are one government. Either through activity the source of activity meets with the goal of activity, or the source, course, and goal remain awake in their own silent characteristic quality. There is the Peace Government, and there is the government which is not in the characteristic quality of peace. But essentially, dynamism is peace and peace is dynamism. The government of peace is the government of dynamism; the government of dynamism is the government of peace. Essentially, they are the same; essentially, two values are the same.
 
‘In the Vedic vision, the syllable “A” is the syllable “I” and the syllable “U”. So the same one “A” is in terms of motivating activity “on” and motivating activity “off”. This is the science of language. “U” is a syllable that minimizes activity; “I” is a syllable that maximizes activity. “U” and “I” together are together in “A”, in wholeness—the activity from wholeness to point and the activity from point to wholeness. They appear to be two contradictory activities, but they are the same activity, but still different in their dimensions.
 
‘From infinity to point is one direction and from point to infinity is the other direction. One direction is collapsing and the other direction is emerging—collapsing from big to small, from infinity to point and emerging from point to infinity, from small to big. Both are the two characteristics of one distance: from here to here, from infinity to point, from point to infinity. In reality, they are the same. That is why, in reality, the Unified Field is one and the diversified field is many. So one is many and, eventually, many and one.
 
‘The example is a tree. All the diverse values of leaves and branches and flowers and fruits are all nothing other than one sap, that is all. One sap, truthfully, is many leaves and many branches and many flowers and many fruits. One is many, and many are one, that is all.
 
‘So the two governments appear to be two governments because so far, there has been one government. Now the voice of the knowers came out to express that, “Yes this is a government dealing with diversity.” Now this dealing characteristic quality of action is non-dealing because all the dealing is on all diverse values. Underneath, all variety is the same non-distinct unity.
 
‘Now is the time for the vision or knowledge of diversity to be appreciated on the level of unity. It is beautiful, unity. No one should think there is competition—no. There is no competition. If the Peace Government is in competition with someone, it would not be a Peace Government. It is a government which rules completely hand in hand with that intelligence which rules each thing separately. Each thing is ruled on its own level. But the ruling value here and the ruling value there and everywhere is the same ruling value. What is it? It is a connection between something with anything, a connection between infinity and a point, between dynamism and silence.
 
‘In reality, it is the silence that is dynamic. When we say dynamic, we differentiate it from silence. When we see what is dynamic, we find it is silence which is dynamic. So dynamism, or the process of maintaining dynamism, is unity, and it is the process of maintaining unity and dynamism. That is why, when we say unity, all the diversity comes along. Dealing with unity means dealing with all diversity.
 
‘It is a beautiful picture. Dealing with unity is dealing with diversity. That is why all those who are dealing with diversity are invited to begin to deal with unity also. Otherwise, as long as they are missing dealing with unity, they are damaging their own government. They are then the leftists. They are the left hand of the government, which is always weaker than the right hand.
 
‘Now, with the Peace Government, every government is going to be stronger. That means with less performance the governments will display more parental role, a more nourishing effect to the population. Less and less of diversification will naturally overcome more and more diversification, which scatters the unity into diversity.
 
‘It is beautiful and that is why it needed a scientist. It needed a scientist, a super scientist, a supreme scientist of the scientific age to come out with something which is absolutely authenticated knowledge. The Peace Government comes with that performance which is the performance of peace.
 
‘Where is the code of conduct of the performance of peace? In the Vedic expressions. Veda is the code of performance of peace, because Veda is the reality of the transcendental field. “Richo Akshare Parame Vyoman”—Veda is in the transcendental field. Veda is the sound of the transcendent. The transcendent is no sound; Veda is the field of no sound. It is a sound on its own level, not the relative level and not open to space and time. That is why Veda is an oral tradition, from father to son, from father to son. That is why, when we want to recite the Veda, we call a child of that Vedic tradition to do it.
 
‘It is a beautiful, pure field of knowledge, which is now going to influence the whole field of the diverse world and the whole field of diversity, and is going to be a unified state of administration, which is self-administration. Who governs in the Peace Government? It is the peace that governs, because peace is the cumulative, unifying character. All problems are in the diversifying nature of activity, but this activity of the Peace Government is unifying. It is based on the unifying value, on the internal value, not on the diversifying reality of action but in the unified field of action.
 
‘The example is: you pull the string of the kite. The kite is moving throughout the sky. You pull the kite by pulling the string, and the kite goes higher and higher. You pull the arrow back, and the arrow is potentially more and more powerful to go forward. This is the Peace Government. Now as days are going ahead, we are going to establish all the different values of the government everywhere. Everyone will have the string of his own fortune on his own finger.

‘It is very beautiful, Dr Hagelin. It is such a joy. 

Question: Total Knowledge in the International University of World Peace



Dr Hagelin: ‘Maharishi, that is extraordinary; thank you very much. Maharishi said last week that students at his new International University of World Peace will gain total knowledge of Natural Law right from the very first class. But Maharishi also said that this Total Knowledge will increase with each successive class. How can knowledge be total and complete, but still increase class after class?’ 


Maharishi:
The knowledge of the silence is the knowledge of one value, the knowledge of wholeness. When one looks into that Total Knowledge, one finds various fields of diversifying quality. That holistic knowledge is diversified. All the knowledge of diversified creation or diversified nations or diversified city life is there in the unified state of all knowledge. That is there in the awareness of Transcendental Consciousness. Knowing Transcendental Consciousness is knowing the field of Total Knowledge. It is the field of silence.
 
‘This field of silence is experienced more and more intimately when the mind becomes fully awake in the silent quality of intelligence, the mind is completely silent in its own value. Then it is completely awake in all the procedures that make silence diversified.
 
‘It is like opening a door and looking at all the different values in the garden. Knowing Transcendental Consciousness, self-referral consciousness, knowing the knower itself, the knower has all the channels of knowing. The Being of the knower becomes all values, becomes variety.
 
‘Knowledge of Being is knowledge of coming to smaller and smaller, coming to the point value of consciousness. When the point is totally known, then the experiencer is in that state of the object of experiencing. The process of experiencing ends there, and it is total silence fully awake in itself. Then that total silence is the knower; it is the process of knowing; it is the known. Knower, knowing, and known—the unity of the three—is silence fully awake as silence. That is the potential of all dynamism.
 
‘That is why the International Vedic University has been inaugurated. Now, through the establishment of all the Peace Governments on the national level, on the state level, and on the city level, all the schools and colleges will be opened. This art of knowing one thing, and thereby knowing everything, and thereby gaining the ability of doing anything, creating anything from anything, producing anything from anything, the art of fulfilment of desire, immediately develops.
 
‘It is a beautiful field of knowledge that will be given by the International University of World Peace. This will be the Vedic University—the University of Total Knowledge, the Veda, the Constitution of the Universe. Every student of the Vedic University will be the commander of total Natural Law. He will be the living total possibility in the field of knowledge and the field of action. From a point, he knows the point is infinity; from infinity, he knows the point; he knows the relationship of point and infinity. He sits there as a lively field of all possibilities. This will be the student of this International Vedic University.
 
‘What will be taught? Silence will be taught. That means nothing will be taught. The students may be very happy to not be required to memorize anything—no. They do not have to; they have to forget and forget and forget and forget. They forget everything, and become fully awake; this is self-referral pure consciousness. Talking it through from the other angle is a delightful way of reflecting and enjoying.’
 

 

Question: Action in Enlightenment

Dr Hagelin: ‘This question has to do with action in enlightenment, and why we act in enlightenment. Maharishi has said that in the state of enlightenment everything to be known is known, everything to be done is done, “One is a lump of fulfilment.” If that is the case, what motivates an enlightened man to tirelessly work incredibly long hours, as Maharishi has done for the past fifty years, when he is completely fulfilled, when he already knows everything worth knowing, when he has already done everything worth doing? What is Maharishi’s spur to action?’


Maharishi:
It is other people that see he is working. All his work is on the level of wakeful consciousness. For others, he is working; he is seen working. But if he is really functioning from that level of silence, functioning from that level of peace, non-functioning, it does not matter. It does not matter that he is functioning, and it does not matter that he is sleeping. Both values, silence and dynamism, we have understood to be coexisting as the reality.

‘Unity is a reality, and interwoven within the structure of unity is diversity. Really, it is unity and it is non-unity. The expression in the Bhagavad Gita is “Purvan Api Na Lipate”—doing, he does not remain involved in doing. He remains in doing, remaining involved in silence. So his doing is silence.
 
‘How much this is available to the physiology depends upon how thorough is the relationship of consciousness and physiology, how pure is the physiology, how pure is the memory, how much memory of diversity and memory of unity, how much memory is awake, and how much all the senses are more and more full. In the field of human life, that much perfection is a far, far thing. Even less of it can be said to be on the level of enlightenment. Even a small lamp on the table can be enough to bring the light in the room. Maybe it extends up to the table. A bigger lamp and a bigger lamp means more and more thorough awareness of the transcendental field, more and more awareness of the Unified Field.  

‘That is why we want to listen to the Vedic chanting more and more. The chanting of Total Knowledge is the open chanting of silence, the chanting of the transcendental level. This is radiating harmony and peace in all directions. This is what is displayed by a lighted lamp naturally in all directions. You see the light in all directions, simultaneously in all directions. 

‘It is a very beautiful thing, from one to the surroundings of one. So we go from one to many—one lighted lamp here and there and there. Throughout the ages, there have been lighted lamps in every generation. In every generation, people have been quite a lot enlightened. How much is one enlightened? It is very difficult to say exactly how much, but it is enough to say “enlightened” when many are unenlightened. When the whole thing is all darkness, even a small light is a lamp, is a light. A bigger light, two or three more lights, ten or twenty more lights, and the whole field of darkness gets lit up.
 
‘That is how we got the simple experience of how small groups, creating coherence, will radiate coherence in some area. A little bigger unit, a bigger number of people doing the same thing will radiate the same qualities of harmony and all positivity a bigger distance. By engaging a few people for every city, a few more people for every state, a few more people for every country, every country is going to be radiating enlightenment, the light of unity, the light of harmony, happiness, peace, coherence, fulfilment, and bliss more and more day by day. That is our effort—without anything—to create a few people here and there and there. Then we will see how much the people know, how soon they can all know.
 
‘It is the effect of lighting. Even in the dark room, you light one lamp, and that creates some visibility—something. You put another lamp with it, and another, and another. Each added candle light makes the room more and more full of light. That has been the case for the last so many years. Some little more and more, and now it has been completely convincing that some number will radiate enough influence of harmony, peace, positivity, and coherence in order to make the whole area of a population rise in positive trends, positive thinking, and positive action completely peacefully. Nobody will know what magic the president of a country did to his people that people do not cry so much of pain, the people do not have so much of disease, and people do not fight so much. What has he done to his country? This is the miracle every government can create today.
 
‘A letter is going to each country. Our Planning Minister is drafting a letter that will go to the country, telling them, “Engage a few people for you to rise to invincibility. If you cannot do that, then tell us you cannot do it. We can do it, because it is nothing for us to do. We have the knowledge. You collect a hundred, two hundred people, and we will give them knowledge. They will create the effect.”
 
‘We are taking these four, five countries in order to satisfy ourselves. We are taking countries of two, three, four, five, or ten million people here and there. With them we are trying, and we will see how soon they begin to show the effect of coherence rising in their country. This we will know from less hospital admissions, less court cases, and more and more inspiration in the field of education—everywhere. We will have this. We are doing it for our own satisfaction. We are sure of the effect. We want to see that the effects are really as recorded in our Vedic Literature, and as has been proved in some measure by the experiments during the last few years here, there, and everywhere.
 
‘It is a very good now that the Government of Peace has been really, physically established. Very soon we will see how soon every country rises above problems
