Opening Remarks

Maharishi: ‘Jai Guru Dev. It is a day of great joy for me. It is a great day for us who are opening the door of peace, prosperity, fulfilment, and bliss in the destiny of humankind.  

‘When I was listening to the reasons brought out by the French press—why people said “No”, why some said “Yes”, why some remained doubting “No”, and some remained doubting “Yes”—the basic reason from Nature is that the constitution of the European Union has still to be more useful, more universally useful. The freethinking people in France, in Germany, everywhere, are all searching for something which they do not yet find in the constitution of the European Union. The unification of ten, twenty countries of Europe is not enough for them. What they want is not the union of a few nations, but the globalization of all nations.
 
‘Where is the globalization of all nations? Yes, there is globalization of all nations. When the people know it on their thinking conscious level, their behavioural level, the social level, and on the cultural level, when they know that there is globalization, a global unification, already existing in the world, then they have no reason to say “No”, because no one can say “No” to himself. He can say “No” to anything that is less that himself, “No, it is not enough for me.” But when one knows oneself, then one cannot say “No” to oneself, because one knows oneself to be cosmic, omnipresent, omniscient, almighty. Where is “No” in that? It is all “Yes”.
 
‘Intuitively, people know that this is not enough. Everywhere in life, whatever is there is not enough for the person. If one is a millionaire today, millionaireship is not enough, because the billionaire today is not enough. A multibillionaire today, a billionaire today, is not enough. Whatever is with everyone is not enough. He does not even know what will be enough, because he does not know what will be enough. At least the present is not enough; he is intelligent enough to feel that the present is not enough. What will be enough? He may not be able to say, but at least he can say, “No, no, this is not enough.”
 
‘That is the situation of everyone from childhood to youth to retirement to old age. Whatever age, it does not matter; whatever experience in life, it does not matter. Whatever career one takes—political, economical, engineering, music, art, whatever field—the present is not enough.
 
‘It is really not enough, because it is changing, changing. In the field of change, anything will never be enough. One would like to have something, one would like to have infinity over an infinite value of time. Infinite space, infinite time, then one would be “Yes”. There is no “Yes”, there is no “No”; there is what? There is its own nature, then it is filled. 

‘If the people who are freethinkers are asked by the government, “What do you think?”, they are truthful and say, “No”. Truthfully they say, “No, it is not enough. The European Union constitution is not enough because it is as man-made as my own constitution.” The French say, “Our own constitution is a man-made constitution, only it was made long ago. On a similar level, the European constitution was made by us. That means it is humanly conceived, humanly created, and humanly written out. We have a humanly conceived constitution in France.”

‘Any constitution, humanly conceived, will always remain full of human weaknesses and full of human failings. Therefore, it will never be satisfactory to any man of intelligence. Any man of intelligence will not be satisfied by his government or by his constitution when he locates, when he finds out, when he knows, that his constitution is conceived, designed, and written out by a hundred, two hundred people, or a thousand, two thousand people, or a million, two million people, but nevertheless by the people—human consciousness, human intelligence. There are ways to greater human intelligence, but all levels of human intelligence are human intelligence. Human intelligence means human failings—full of human failings, full of human weaknesses, full of human failures.
 
‘What will satisfy everyone? A constitution not made by human beings, but made by total Natural Law, made by the Will of God. One does not know what the Will of God is. One feels at rest with the idea, “The constitution that I am being presented is the constitution which does not have human weaknesses and human failings present. I am intelligent enough to say that I will go for that constitution which has no human weaknesses and no human failings. I will go for the non-humanly conceived constitution. Are we becoming too imaginative and not very practical in life? I say, ‘No’. I know, I sense that there must be a constitution; I feel I can make a gesture that there exists a constitution which administers the galactic universe.”
 
‘Huge universes, enormously huge galaxies, floating in empty space, millions of galaxies floating in empty space, are not colliding. They are not—by will or by mistake—collapsing on one another. This means there is a global constitution which is capable of regulating the enormous, ever-expanding universe with galaxies moving in empty space—just these three words. Galaxies, material galaxies, millions and billions of tons of weight of a galaxy, so many of them, innumerable galaxies are floating in empty space. They are always floating in empty space, and no one is colliding with the other.
 
‘There must be some law, there must be laws—maybe a law, maybe many laws—that are governing the enormous global movement of the galactic universe. The sun rises on time, the moon rises on time, stars are there in numbers; everything is happening without an accident and that means without a mistake.
 
‘ “I can imagine this constitution that can manage innumerable flying galaxies in empty space.” This is the thought of an intelligent, awake person. “I can imagine that there is a constitution, a universal constitution. If I am to be run—now mark the words—if I am to be run by the laws of my city, of my province, of my country, of my continent, of my world, of my galactic universe, then I would like to be run by that constitution which does not make mistakes. I do not want to be run by any constitution with anything less than the effectiveness of a global, universal constitution.” 

‘Now where is the universal constitution? It is abstract; the common man cannot see it. The government of the universe, the government of Almighty God, the government of Natural Law, the government of the unified field of Natural Law is abstract. How can I fit in that structure of administration which is the administration by the mistake-free, problem-free administration, as is the case with the galactic universe?
 
‘Now let us make an effort to see where that constitution may be. We can see this galaxy, we see our own earth, and we see our own sun and moon. We can see quite a lot of the universe, but certainly, what we see is a very tiny part of the universe. A huge amount of unbounded universe remains completely out of our comprehension. Nevertheless, if I am to be ruled by any constitution, I would prefer to be ruled by that constitution which is a stable, problem-free, mistake-free constitution—the same always. I would like to have that Constitution of the Universe. That means my constitution should be globally available. What is available to me is available to everyone—a global constitution.
 
‘The logic of the human mind is, “whether the European Union is good for France or for my country, or a little bit bigger will be better.” Nothing bigger than that will be satisfactory; nothing will be satisfactory in the field of relative existence, in the field of change. Any constitution subject to change is not competent to be the governing means of life because life has two values. Life is changing all the time, and in changing it is evolving all the time. Life is evolving all the time. And some basic value of life is always Transcendental Consciousness, which is not changing, which is not evolving, which is already at the top of evolution, already on the top of non-change—it is eternal. One part of life is eternal; the other part of life is under change. 

‘So there is eternal and change—change and non-change. As long as the non-change is continuing and as long as the non-change is available to change, change is not a barrier. The people of France who have said “No”, and even the people of every country who have said “Yes”, know that their “Yes” is a relative “Yes”. If some one country out of the twenty, thirty countries of the European Union, becomes a little wild. . . some country will join it and some country will oppose it. This will not be in accord with the constitution of the European Union. The constitution of the European Union could be violated, there could be a huge controversy among the Union nations, there could be war among them, and there could be undesirable things.
 
‘Such a constitution, which is governing the people on the relative level only, will not work and will not be acceptable to the people. This “No” from the French for the acceptance of the constitution of the European Union is a very valid voice of France. This voice will remain this voice as long as the French nation does not come to be governed by the Constitution of the Universe, which is stable and universal, and which will have France on the level of the galactic administration.
 
‘Now where can we pinpoint the administration of the galactic universe? Let us see. What do we have in the galactic universe? We have a galaxy here, a galaxy there, everywhere galaxies. Galaxies are something which we can touch because they are physical. Their structure is physical. Everything about them is physical. Like the body, everything about the body is physical. It is a physiology. The body is physical; a galaxy is physical. One, two, three, four, a thousand, ten thousand, a million, ten million, a trillion galaxies are governed; this is universal unification. It is not global; we have our own world, globe. This universal unification is the characteristic quality of the government of the universe.
 
‘Let us try to locate where the government of the universe is. What we see is that the whole thing is empty space with physical galaxies floating around. How are they floating around in empty space? What we have is empty space between two galaxies, either up or down or left or right, both sides, all four sides, all eight sides, every side. Through 360 degrees, on every side, there is something. Through all 360 degrees there is empty space all around every galaxy.
 
‘Now let us see. We are trying to locate the government. We are trying to locate that law which prevents the galaxies from collapsing. Obviously we see that there is something that keeps the galaxies related to each other, but they do not collapse into each other and they do not run away from each other. There is a proportion and there is a symmetry such that they remain so far away from each other. They each always remain so far away from every other galaxy, whether the other galaxy is on the top or on the right or left or east or west. They all remain in a unified state.
 
‘Where can we locate a point of unity or a concentrated area where we can say, “Here this is located”? Obviously, we see the middle point of the empty space. Supposing there is a galaxy on the east and a galaxy on the west, in the middle point of the space is the point that is maintaining both the galaxies at the right distance. It is maintaining both the galaxies at the right distance at all times. That means it is the middle point of empty space that seems to be a reasonable measuring point from where the distance is measured in all directions—towards the left galaxy, towards the right galaxy, towards the upper galaxy, and towards the lower galaxy. So there is a point.
 
‘Now we can imagine maybe sitting at the central point in the middle of the empty space. Maybe someone is sitting in the middle point of the empty space between galaxies. That is the power that is not allowing the galaxies either to come together and collapse, or go away and collapse with the other galaxies here and there.
 
‘What we see is the controller of the gravitation force that maintains the distances of the galaxies. Give it a name. We call it the gravitation force. Now we can imagine what the force of gravitation is: it is a balancing power. We say the balancing power is a controller of the galactic world. All the galaxies are being controlled from an unseen power within the empty space between two galaxies.
 
‘Now what do we see that power will be? That power will always be attracting the galaxies—the upper galaxy, lower galaxy, eastern galaxy, western galaxy, northern galaxy, southern galaxy. They are all stopped at the same distance. They are disciplined to remain strictly the same distance. That means the controlling point in the centre of empty space is that tremendous gravitational power which keeps pulling the galaxies and pushing the galaxies—pulling the galaxies towards itself, pushing the galaxies away from itself. It is a balancing thing. Always it maintains the distances of the galaxies at the same level, even though they are tremendously moving around in empty space. Huge, huge, unbounded empty space, and so many real, physical balls of the galaxies, with billions of chunks of weight, physical structures moving around with a force that seems to have two distinct, opposite qualities: attraction and repulsion.
 
‘In this angle, we see that the controller of the galactic universe is the centre of empty space between the galaxies. The controller is in the empty space; the controller is not in the galaxies. Galaxies are controlled; they are absolutely ordered to move with the same distance. They do not go near, they do not go far. The universe as a whole will move, but the move is a unified move.
 
‘What we have seen here is the government of the universe, lively in the empty space, with infinite intelligence and creativity. The conclusion is that we seem to have located the government of the universe in the empty space, at a point of the empty space, on the transcendental level. That is why it is not exposed to space and time variations. It is out of the limitations of space and time. It is the controller of all spaces and all times, but in itself, it is abstract emptiness, nothingness, unmanifest. Unmanifest nothingness seems to be that enormous, infinite, creative intelligence which is the governing power of the universe. 

‘This is the conclusion in our thinking. What is that enormous, all-powerful intelligence whose status is the field of transcendental reality? Transcendental is non-physical. “Transcendental”  means beyond the physical, beyond the limitations of physical values. Beyond the physical values is the seat of the administrator of the universe. That is the seat. It is clear enough that, being transcendental, it is omnipresent. Being transcendental, it is not part of any space or time. It is timeless; it is everywhere.
 
‘This supports our concept of the government of the universe. It has to be transcendental, because it has to be everywhere. For it to be everywhere, it cannot be located within any boundaries, within the boundaries of space and time and causation. There is no boundary of cause or reason; it is beyond reasoning. The field of Transcendental Consciousness is that field which we have been hearing about from our religious knowledge and from our faith on that level of intelligence, the Will of God which is very well in its own nature.
 
‘What will be the quality of systematization? What will be the quality in the systematization of its status? The unbounded, unlimited, eternal field of non-physical structure. What is nonphysical is consciousness, intelligence. It is the field of intelligence, it is a field of consciousness, it is a field of self-sustainingness, we can say. It knows itself. That is the governing agency. The constitution of it is in its own nature; it is self-referral.
 
‘All about this reality is in the Vedic sounds, in the Vedic syllables, and in the Vedic script. It is also written; it is also spoken. A lot of it has been discovered through the equations of modern science—mathematical equations in physics, in chemistry, in biology, in physiology. All these different disciplines explore very sequentially, systematically, and step by step the finer and finer levels of physical structures. They have almost reached the reality of the Unified Field of all the Laws of Nature in physics.
 
‘This Unified Field of all the Laws of Nature, being self-referral, is never exposed to anything from outside, and therefore it has a quality of invincibility. It is invincibility because no time can shatter it and no space can divide it. It must remain itself. Eternally itself is the eternal Constitution of the Universe, is that intelligence that governs the universe, is the field of Transcendental Consciousness.
 
‘Now through our good fortune, we have our guide; we have our teacher. The teachers told us, “This is how you do. You practise the Transcendental Meditation Technique, and from the gross state of the thinking process you take your mind to finer states of the thinking process. Eventually your mind will get into the direct experience of Transcendental Consciousness where your mind will become Transcendental Consciousness itself, because there is nothing of outside.” 

‘Now, as long as the mind remains in the field of space and time—as long as the mind remains moving, moving, moving, moving—so long it is not on the level of the eternal, non-moving intelligence of infinite creativity which is the administrator of the universe. By getting into Transcendental Consciousness through Transcendental Meditation, we know, we experience, we take our awareness to that level which is transcendental. That level is the administrator, the governor, the maintainer of order in the universe, even though the universe is unboundedly diversified in its character. But it does not matter, that level of diversification is always itself, transcendental. It is always itself, and that is the administrator.
 
‘The world of Transcendental Consciousness has its own values. All those values which are seen expressed on the surface of space and time, completely all those values, are there beyond space and time as memories of all the surface. The transcendental field is controlled by a unitary operation. “Unitary operation” means by one operation. The Unified Field operates within itself from the unmanifest level, and that operation is the administration of the universe.
 
‘Who is running the universe? The basic transcendental value of the universe itself is the administrator and the governor of its surface values. The diverse galactic universe is governed by the omnipresent, infinite value of the government itself. All this is, in one word in the field of science, the unified field of intelligence. Where have we located it? We have located it in the middle of the empty space between two galaxies. The galaxies are all over everywhere.

‘That universally unified structure of the governing power—that constitution—cannot be refuted by anyone, because one cannot be refuted by oneself. That is the Self of everyone. So as long as the freethinking people of any country are not presented with this Constitution of the Universe, they will never be satisfied, and they will never sign to be obedient to any humanly conceived constitution on earth.
 
‘That is the reason, even though these countries have formed groups—somewhere a group of language, somewhere a group of economy, somewhere a group of this, somewhere a group of that. Groups are there; ten, twenty, five, ten groups are there. These groups may be bigger, like the European Union groups, or smaller. But bigger or smaller is a very tiny consideration. Intelligent people do not give any weight to it.
 
‘Whether you call these different countries of Europe different countries of Europe, or you call them different provinces of the European Union—whatever you call them—it does not make a difference in their own status. Calling them a country does not satisfy the requirement of the people of every country. It is a kind of mirage to say, “One currency has so many advantages. The lack of difference has so many advantages.” Those advantages are real on their own level, but that many advantages are not enough to satisfy the hunger of man.
 
‘The hunger of man is to be the ruler of the world or the follower of the government of the world. If they want to serve the government, they want to serve the government of the universe. They do not want to serve the government of one country, two countries, three countries, or twenty countries, or this country or that country, or the ruler of this galaxy or that galaxy. That is not enough; they must be on the level of rulership of all countries.
 
‘There is a symmetry at the basis of all the rules that govern all the different galactic areas of creation. We have the knowledge of that. We have the technology—the techniques—to take every mind to the transcendental field of consciousness. The individual awareness, in the field of the transcendent, does not observe itself; it really gets into its own fabrication; it becomes it. Unbounded it is; it becomes the unbounded. That level of unification will absolutely be adored by everyone. 

‘We want to start educating the people in Consciousness-based Education, Total Knowledge-based Education, and in Transcendental Consciousness. What have we found? We have found—actually what was necessary for us to find—the whole unbounded field of administration of the universe located at a point. We have located a point and have seen with the eyes that here is a galaxy and there is a galaxy. In between is the empty space. From what point are both galaxies kept at that most orderly distance so that they will never collide? It is the centre point of the space, the centre of empty space.

‘When we say “empty space”, it is the space characterized by nothingness, unmanifest, transcendental, self-referral. It is a point of that self-referral. We can take our awareness and completely identify our single awareness with that point which has the authority over the entire administration of the universe. Then what happens? Our awareness is the authentic ruler of the universe. Then we are satisfied to have won over the rulership of the universe. Having won over the rulership of the universe on the level of our own consciousness, we are invincible.
 
‘This is our programme to bless mankind—every man everywhere in the world, born in our world as a member of our world family—to be consciously stationed on a level of rulership of the universe. This is, we say in one word, invincibility—the offer of invincibility to the world.
 
‘Today, we heard that the freethinkers of France rejected something which naturally is rejectable. Any constitution, which makes one dependent on this or dependent on that, or subject to this or subject to that, will not be acceptable to the intelligentsia whether of that country or other countries. Therefore, the present revolt of the freethinking French people against accepting the constitution of the European Union is a justified thing. We can see that this is something too small, too narrow, too insufficient to satisfy the cosmic hunger, cosmic thirst, and cosmic need of the real, good, awake, freethinkers on earth.
 
‘Coming down to the application of this technique for taking ourself to be the cosmic administrator, we have created the technique to take the individual to be the cosmic administrator. Now we want to utilize this technique and make a very great globalization, which is huge and is the same globalization that matches the characteristic quality of the universalization of the government of the universe.
 
‘The government of France wants to breathe life as the government of the universe. We have the knowledge, the technology, the authority, and the practical tools to accomplish this. The whole thing, in summarized form, is that a small number of people taking their awareness to the transcendent creates a bigger and bigger—as the group grows bigger and bigger—power of the container. The container of this power is the body. If the bodies are many, many, many—for France, we say, two, three, four, five thousand people—this will create such an intense quality of coherence in the area that the invincibility will be of a very, very integrated quality of invincibility—not a small invincibility, but bigger invincibility.
 
‘The bigger the numbers making the transcendental field lively by taking their conscious mind to that field of the transcendent, the bigger will be the intensity of invincibility. For France, we must have a community of three, four, five thousand people living in one place, practising the Transcendental Meditation and TM-Sidhi Programme including Yogic Flying—our techniques to create invincibility—morning, noon, and evening. They must have a very comfortable life, no strain in life—no. That means they must be rich; they must be rich people. They must be so rich that they do not have to earn very much. Maybe two hours a day of some light work, and they will have enough to live a very comfortable life. Such a community of two, three, four thousand people will maintain a global union, but we do not even say a global union now. That global union will be on the level of universal union.
 
‘France will rise to be governed by that Constitution which is so abstract in the field of the transcendent and administers the whole galactic universe. We have the aspiration to make every government on earth an invincible government, and the administration of every government on the level of that most efficient, most effective, problem-free, eternally fulfilling, eternally peaceful administration of the whole universe.
 
‘That is our offer. We are raising our offer in the open air. It is reaching all parts of the world. Dr Hagelin is efficient and most knowledgeable about this field of the transcendental value. The Unified Field is the field of the transcendent. We have been announcing Raja Raam's discovery. He is the first celebrated scientist in the world of science and the prescientific era. He has discovered the invincible level of administration, the spontaneous, automatic, undisturbable, invincible structure of administration at the basis of every physiological structure in creation.
 
‘What I am saying is that invincibility, which may be unbelievable to other people, is so affluent with us that we do not think anything; it is a very normal situation with us. Actually, that is the level of our life—unity underneath all diversity. The administrator is in the field of unity, the field of the transcendent. The field of the transcendent is the administrator, the fundamental administrator, the basic administrator, the one administrator to administer all levels of relative life. With this physical discovery, and the discoveries and techniques available in the Vedic Literature—we are very familiar with all the theories and all the practices—one can start from any level of relative life and reach the transcendental level.
 
‘When we think in the transcendental level, then immediately the body comes up. Immediately the body lifts up in the air under the command of the force of gravity. The force of gravity is the ultimate ruler of the universe. The force of gravity, the ultimate ruler of the universe, is verified to be lively in our single awareness when, by one faint thought of rising, immediately the body rises. This is Yogic Flying. 

‘In the practice of Yogic Flying, the phenomenon of Yogic Flying, which people see, the body comes up and goes down and comes up and down, hops around, here and there. This is just enough to demonstrate the practicality of our programmes to enliven invincibility from the level of Transcendental Consciousness. 

‘The programme is here. Fortunate will be those who start. Those who will not start tomorrow are wasting their time. The opportunity is there. Always the proverb is, “Hit when the iron is hot.” The knowledge is fresh in this generation. It is an old knowledge. It never becomes old, but it goes out of human awareness, and then it is old. It rises up.
 
‘This is the time of the rise of that total knowledge of self-referral consciousness. If we see it from the field of scientists, science, we can locate it within the equations of mathematics. Follow the Vedic texts and all that you speak will be the speech of the transcendent. The Veda is the speech of the transcendent. You follow it, and eventually you become it.
 
‘This is the passage through which life can immediately rise to the goal of all its pursuits. Whether it is a scientific pursuit in life, an artistic pursuit in life, or a musical pursuit in life—objective or subjective, by any name you call any pursuit in life—the goal is to be on the level of lordship, rulership of the universe.
 
‘Where is this rulership in the universe? It is in the deep recess of silence. Transcendental Meditation is the way; Yogic Flying is the proof. Another proof on the surface, material level, is that the surroundings become more happy. The the circle of family and friends becomes happy. Feelings become better, more coherent with more harmony, more bliss, more positivity, less frustration, and less of all those negative values.
 
‘We are offering this, and we are offering it out of compassion. It is with parental compassion for the world family that we stand as the Government of Peace, operating in every country and depending on the good fortune of everyone.
 
‘Everyone is born with the best fortune possible underneath every aspect of his thought, speech, and action—every aspect of knowledge, every aspect of dynamism. Knowledge is at a silent value. Its dynamic value is technology—science and technology. The science of silence, the technology of silence, is the technology of invincibility. You become invincible through the technology of silence.
 
‘Otherwise, “invincible” is a horrible word and means Hitler or Alexander or all the destroyers of the world. This rising to invincibility is not like that. We know the word “invincible”. If you can crush a man, crush any man, anyone, you are invincible. No, that kind of invincibility is brutal. It belongs to animal nature. Man’s nature is total invincibility, and total invincibility is absolutely fluid.
 
‘Just the example of the parental role, even though it is very short example, is an example of a very faint value of invincibility of the parents towards friends, towards guests, towards city life, towards provincial life, national life, international life, and all these levels of groups—smaller groups, bigger groups, the global group, the universal group.
 
‘We are talking of the rulership of the universe—so simple, so easy. You just remain sitting and start the Transcendental Meditation Technique, go to more and more silent levels of your own pulsating consciousness, and settle down in the silent sea of consciousness. And that has all the innumerable, unmanifest facets or structures of administration of all diversity by nature.
 
‘Here we have the technology of a point to command the lordship of the universe from a point, from a point of consciousness, from a point of self-referral consciousness. Our own mind becomes our own intellect, becomes our own ego. Our own ego is the cosmic ego, and that is the straight-up value of invincibility.
 
‘It is a great thing. From this level, we see children in the world playing around. Great intellects and great writers, all the world press writes about this and this, wasting time on the pressures of life. We are inviting them to rise to the rulership of the universe and make their lives rise to the supreme level of authority, supreme level of freedom, supreme level of invincibility, supreme level of rulership of the world.
 
‘Take the example of Raja Raam, who is the first ruler, in his physical structure, of the globally unified world. Like an umbrella which will protect everyone underneath it from rains, cold, and heat, become the umbrella, the saviour of the world, the rulership of the world, and then you will be satisfied. Then there is nothing “No” for you, or everything “No”, because in yourself you are unmanifest. Everything will be “Yes”, because everything is on your fingertips, under your rulership. Everything is a possibility; nothing is impossible for you. Live a life of that dignity both collectively and individually.
 
‘Dr Hagelin, you have established your Peace Government well. This is the Peace Government, the government of the universe. It reigns from the transcendental field of intelligence, the field of eternal, infinite creativity—huge, enormous. 

‘Thank the people of France. When we heard of their freethinking of all kinds, we offered in one word the satisfaction, the solution, the fulfilment of everyone’s requirement. Whatever they need, they will have it in one word, and that is the possibility of having everything for everyone in the field of invincibility. Two, three, four thousand young people of France will come up, and they will make the whole population, the whole nation, an invincible nation.
 
‘Dr Hagelin, give them your review, and give them the blessings of Raja Raamji, the first ruler in this scientific age who has cosmic intelligence, unity level of intelligence, in peace, and holds that authority of the rulership of the universe. He has the authority of total Natural Law, the Will of God. So we adore him as the embodiment of the government of the universe.
