Opening Remarks

Maharishi: ‘Jai Guru Dev. I was hearing, with great interest and with great delight and waves of fulfilment, all that I had wanted to achieve all these fifty years. When I heard the clapping of this inauguration, I remembered the clapping fifty years ago, maybe more, in Madras, India, when I inaugurated Spiritual Regeneration Movement with the goal of spiritually regenerating the world. It has taken these fifty years. Now this inauguration that you are initiating, you are celebrating, is a global phenomenon. It is a global phenomenon.

‘I will just describe to you how Total Natural Law, which is the Constitution of the Universe, is organizing all the aspirations of the leaders of the Movement—the Rajas and Ministers of the Global Country of World Peace. It is a global phenomenon that you are celebrating today.

‘What has happened? You are inaugurating invincibility for every nation, and what has happened? Three days ago, Raja Willem of the Netherlands established the required number of Yogic Flyers—four hundred in number—in this university here in Holland. What he created was a lighted lamp for the whole of the national consciousness of the Netherlands. He created the group. Today in the world, the Netherlands has at its basis the support of an unlimited intensity of coherence due to the four hundred Yogic Flyers practicing Yogic Flying and creating coherent national consciousness and thereby, invincibility in the land of the Netherlands.

‘Having lighted the lamp, which will put the national consciousness of the Netherlands on a high level of enlightenment, on a high level of integrity, supported by the Constitution of the Universe, having created the basis of invincibility in his country, he has gone to join you to celebrate a global upsurge of the establishment of the Capital of World Peace in the creative capital of the most creative country of the world, in Washington, DC.

‘All is being done by Total Natural Law, the Constitution of the Universe, which is available in the words of the Veda. The words of the Veda are being celebrated to be the foundation of the Global Country of World Peace in the most creative country of the world today, the USA. Very quietly, three days ago, Raja Willem of Netherlands went to join your celebration after creating that status in the Netherlands. Give a good applause to Raja Willem of the Netherlands.

‘This is a vision of how Natural Law functions. The Will of God, the Light of God, is with us. He is establishing today all that Dr Hagelin has brilliantly described to be a basis of a new world—from problem-ridden world to problem-free world. It is being celebrated by Natural Law.

‘One more thing comes to me. Since Raja Willem left his four hundred Yogic Flyers here in Holland to join you in your inauguration of the World Capital of Peace for the whole world, these four hundred Yogic Flyers have finished designing a programme for the leading Yogic Flyers. They have designed a programme whereby each country will be blessed, with the power of invincibility from within itself. They were delighted to discuss this in my presence, and I enjoyed the activities being performed by Total Natural Law in all parts of the world.

‘What they have designed is that very soon—within this week, one week, or two weeks—the countries in Europe and all those twenty-four countries, which have been in the first selection out of the two hundred countries of our dear world family, will each become radiant with the coherence-creating group in their own country. There are much smaller countries than the USA. The USA will enjoy two thousand Yogic Flyers. In every country, they are all going to have a programme of administration that they are going to announce tomorrow. You will be hearing from our Finance Minister who has designed the approach. Anyone who will participate in the approach is going to be a millionaire.

‘I was very delighted to hear from the group of four hundred here, who are intensifying their effect day by day by their three-times flying, creating a high degree of coherence in the national consciousness of the Netherlands. The programme is being undertaken by our national leaders in all these countries, and they have come out with a press release.

‘Dr Hagelin, you will be proud of your companions in Europe, who are going to issue a press release tomorrow which will have an advertisement for the press in every country of Europe. Every participant of the coherence-creating group, all the people who are responsible to raise invincibility in their nation, each will become a millionaire. That was a great delight. The Movement started with nobody, started with zero, and now we find within the zero huge, enormous wealth—at least the word “millionaire”. It is a very delightful word.

‘For the four hundred, five hundred, three hundred, two hundred in every country, who are going to participate in this, the brilliance of our Finance Minister has designed an approach of economic excellence so that they will be millionaires tomorrow. They are going to be on a very high level of dignity in society not only highly enlightened in higher consciousness, but also on the material level, on the sociological level, on the behavioural level, and on the business level.

‘I would like Dr Feldman, who is our genius in the field of economy and planning, a great pride of His Majesty Raja Raam, and is the Finance Minister of the Global Country of World Peace, to read out to you the press release that has been prepared today. I only want you to watch how Natural Law works out everything for us. What do we have at our disposal? The grace of Guru Dev—his blessing, his kindness, his love, his parental role—is with us. He is working out the destiny of everyone, so far in terms of spiritual development, and also added to that now is material development, economic development, social development, harmony, health—all these beautiful things.

‘It is a very great day for us today. Dr Hagelin, you could invite our Finance Minister to express to us how Natural Law functions spontaneously. All the four hundred are raising invincibility in the Netherlands. Raja Willem, Raja of the Netherlands, created the group before he went to join your inauguration today. So let us hear the activity of all the great, glorious members of the Peace Government in Holland under Raja Willem and his Prime Minister, Dr Gelderloos. He is a great innovator, one of the millionaires of Holland, who has given his services to Raja Willem and is functioning as the Prime Minister of the Peace Government of Holland.

‘Dr Hagelin, invite our Finance Minister to read those few sentences which are the guiding light of the aspirations of Total Natural Law of Holland and of the whole of Europe. Let us hear the aspirations of the four hundred that have come from different countries to form the flying group in Holland.’

Question: What Professional Peacemakers Will Learn

Dr Hagelin: ‘Maharishi, there are some really wonderful questions from the global press, who are very intrigued about the nature of the new University of Peace and also the World Capital of Peace being established in Washington, DC.

‘The first question, Maharishi-ji, is a simple one to do with the Maharishi University of World Peace that you have inspired and that is being founded here now. It will be a university of two thousand students to create coherence and invincibility for the United States. The question is: What will students study at the Maharishi University of World Peace? What will they learn that will make them professional peacemakers?’ 

Maharishi: ‘They will learn Total Knowledge. Total Knowledge is contained in the Constitution of the Universe, which administers the infinite diversity of the universe with perfect order. Total Knowledge is contained in the Constitution of the Universe, and it is so beautifully contained that it is totally contained in one single syllable. The miracle of it is that what is contained in one single syllable is also contained in the quietness of even that one single syllable. That means it is contained in the totality of its knowledge and action—in the field of words and also in the field of silence.

‘In the field of words, the Constitution is open to the experiencing value of our sensory perception—through the eyes and all that. From the senses and from the abstract level of quiet, Transcendental Consciousness, from both levels, Total Natural Law is now being captured by human awareness. That is our programme of morning and evening Transcendental Meditation, gaining Transcendental Consciousness, and opening our Transcendental Consciousness to the field of Total Natural Law—quiet, completely quiet totality of silence along with totality of dynamism. It is coherent; it is Totality. Total Natural Law in silence and in dynamism are both opening to human awareness.

‘What is opening? The Light of Almighty God is opening to human awareness. All possibilities through Natural Law in silence and in dynamism are opening to human awareness. This Total Knowledge is going to be gained in the newly established University of World Peace.

‘It is beautiful, very beautiful. This is the fulfilment of the age-old search of the wise for that field of education which will deprive the people from making mistakes. It is a beautiful thing. They will be in Total Knowledge—simple Total Knowledge.

‘The specialty of this knowledge is that from its moving value, from its flowing value of one syllable, “A”, it is a flow. It is the flow of a syllable. But the flow of a syllable is being created by someone, and it has a starting point. The starting point is silence. It is the silence of the flow that is flowing. What is making it flow is its own creator. The owner of the law, the law, and the flow of the law, and the silence within the law—that whole thing—is a total reality of unlimited time, of eternity, infinity, Totality, unboundedness.

‘That is Total Natural Law, which is going to be the subject of study by the students of this generation whereby they will enliven in their conscious awareness that power of administration which belongs to the administration of the universe—the Constitution of the Universe—in sequence, from Wholeness to the wholeness of diversity, from unity to diversity, from diversity to unity, unity to diversity, diversity to unity. This is the pulsating universe, the pulsating Constitution of the Universe, from one end of infinity to the other end of infinity, from the silent end of infinity to the dynamic end of infinity. This is the total reality, eternity of everything and everyone.

‘This Total Knowledge will be at the fingertips of the students, because the University of World Peace will be established by someone who has insight into the most ancient along with insight into the most modern; the most ancient—silence—and the most modern—dynamism; the most modern—variety—and the most ancient—unity.

‘ Dr Hagelin is that one scientist today who is the embodiment of the fortune of wisdom, which says, “Unity in diversity, diversity in unity, and that is all that there is.” Beautiful. He has established that administration in the world, practically. It is going to reset any topsy-turvy, any misunderstanding, any crudeness in any part of the world because the University is being established by this completely enlightened and capable scientist and artist—the embodiment of Total Knowledge.

‘The ancient Constitution of the Universe has come into modern hands, where the dormant, the hidden unity, will blossom in the waves of diversity. This is what the students of this University will get. It is beautiful.’

Question: The Role of Human Government in the Government of Nature

Dr Hagelin: ‘Thank you very much, Maharishi, for that beautiful answer. If we could take one or two questions more, this question has to do with the Government of Peace. Maharishi said that the US Peace Government will promote government in harmony with the government of Nature, and that it will bring automation in administration. My questions are: What does the term “automation in administration” mean in terms of the day-to-day administration of the nation? When America is administered automatically by the government of Nature, will human government be necessary? Will there still be a department of health, education, defence, treasury, etc., to administer different areas of society? If so, what will be their role?’ 

Maharishi: ‘That is all right, for the sake of satisfaction. There are so many things, and their relationship with each other and all, will require even some humanly formulated, socially applicable laws—different laws. So, the regulation of the relative will be always needed, but it has to be grounded on that automation in administration.

‘Take the sun, the moon, the galaxies, the stars—who is governing them? Someone unknown, unseen, unfathomable. He must be everywhere to correlate everyone with everyone. He must be everywhere for the automation in administration. There is no one with some cane to drive the sun, “You drive the sun today; today you do like that, do like that”—no, no. The sun rises. How does it rise? Automatically it rises. This is the supreme quality of administration.

‘Automation in administration is Self-rule. Why is it so orderly? Because the Self of one is also the Self of the other. The Self of one is also the Self of the other. The Self of the birds in the sky is also the Self of man on earth, also the Self of all the monkeys on the forest. The Self of one is the Self of the other. Therefore, on the level of Self, administration of life is automatic.

‘There are beautiful exhortations and beautiful sayings and beautiful melodies in the Vedic Literature about this: the Self of one is the Self of the other—uniformity, homogeneity. The words of Dr Hagelin that I was listening to were so beautifully put up here and put up there. His inaugural address today is going to be a lasting field of enlightenment for all generations to come. People everywhere have to hear these words. It was so balanced, balancing diversity with unity, diversity with unity. So one sees what links diversity with unity. They are two completely opposite values, but it is the teacher who shows one on the line of the other, the other one in the line of this. This is relationship, and in the relationship is the Total Knowledge of this side and that side. It is in the relationship of the link between the diversity and unity—in that link.

‘The whole field of Vedic Literature—Nyaya—is dedicated to it. All these different values of Nyaya and the enormous sanctity and symmetry in the evolutionary process are all sequentially established. That is why Natural Law—everyone knows—functions totally wherever it functions. The function of Natural Law is total functioning. There is no lack of any knowledge; there is no lack of any ability. All these different values come together to function in grand, great unity. This is what the children of the schools and colleges and our universities will learn from now on.

‘Beautifully mankind is on the rise; a beautiful level of mankind is on the rise now. Bless all generations with more of your exhorting speeches, Dr Hagelin. Bless the world of this generation and all the coming generations. All the Rajas and all the Ministers and the great, grand mind of His Majesty, the First Ruler of the Age of Enlightenment are all with you, sailing on the same boat.

‘I heard you are sailing with everyone tomorrow on the river by the side of Washington, DC. Float with them all, and tell them they are floating on the waves of eternal ocean of bliss and Total Knowledge. Jai Guru Dev.’
